SPECIAL SESSION MINUTES College Park City Council Tuesday, October 1, 2019 Davis Hall, 9217 51st Avenue 9:45 P.M. PRESENT: Mayor Wojahn; Councilmembers Kabir, Kennedy, Brennan, Dennis, Day, Rigg, Kujawa and Mitchell. ABSENT: None. ALSO PRESENT: Scott Somers, City Manager; Bill Gardiner, Assistant City Manager; Janeen Miller, City Clerk; Sue Ford, City Attorney; Bob Ryan, Director of Public Services; Dan Alpert, Student Liaison; Julia Nikhinson, Deputy Student Liaison During a regularly scheduled Worksession of the College Park City Council, a motion was made by Councilmember Mitchell and seconded by Councilmember Day to enter into a Special Session to consider matters that are time sensitive. The motion carried 8-0 and the Council entered the Special Session at 9:45 p.m. ACTION ITEMS: 19-G-133 Approval of rental agreement with Election Systems and Software Ms. Miller reviewed the new initiatives in this year’s elections and the rental agreements from our election vendor, ES&S, for equipment, software and services, to support the election. The rental agreements were received last week and reviewed with the Board of Election Supervisors. She said the total is about $14,000 higher than anticipated. $10,000 is attributed to accomplishing the connectivity needed for the Voting Centers, and $4,000 is for the hardened PC and software for election night reporting. A motion was made by Councilmember Brennan and seconded by Councilmember Dennis to approve the rental agreements from ES&S for a total of $39,945.80 for the November 5 election, subject to review by the City Attorney. There were no comments from the audience or the Council. The motion carried 8-0. 19-G-134 Consider Approval of a Community Services Grant for Strong Towns/Proteus Bikes The Mayor and Council discussed the request for a Community Services Grant by Strong Towns/Proteus Bikes for a book tour in the amount of $500. Council did not feel this event met the criteria for a community services grant and was not able to ask questions of the applicant. The suggestion was made to instead consider this as a sponsorship. A motion was made by Councilmember Brennan and seconded by Councilmember Kabir to sponsor the Strong Towns Book Tour event in the amount of $500. College Park Special Session Minutes October 1, 2019 Page 2 There were no comments from the audience. The motion passed 7-1 (Kujawa opposed). 19-G-135 Approval of a letter on CB-51-2019 Mr. Gardiner explained this is County legislation that would require the County to notify municipalities when the County receives notice from a government body that it is disposing of property located within a municipality and when the County collects money on behalf of a municipality. A motion was made by Councilmember Day and seconded by Councilmember Mitchell to approve a letter in support of CB-51-2019. There were no comments from the audience or the Council. The motion passed 8-0. 19-G-136 Approval of a letter on CR-79-2019 Mr. Gardiner explained this is County legislation that would provide a County Revitalization Tax Credit to the Gilbane multifamily development at the College Park Metro Station. The project did not meet the City’s RTC requirement because Gilbane would not make a commitment that the City required. That wouldn’t prevent the County from granting their credit. Councilmember Glaros asked the City to support this bill prior to Monday’s committee hearing. A motion was made by Councilmember Rigg and seconded by Councilmember Kennedy to approve a letter in support of CR-79-2019. There were no comments from the audience. The motion passed 8-0. 19-G-132 Appointment to the Board of Election Supervisors A motion was made by Councilmember Mitchell and seconded by Councilmember Rigg to appoint Yousuf Jaleel to the Board of Election Supervisors. The motion passed 8-0. ADJOURN: A motion was made by Councilmember Brennan and seconded by Councilmember Day to adjourn from the Special Session.
