MINUTES College Park City Council Emergency Meeting Monday, November 20, 2023 7:30 p.m. Council Chambers of City Hall 7401 Baltimore Avenue, College Park, MD PRESENT: Mayor Kabir; Mayor Pro Tem Mitchell; Councilmembers Kennedy, Esters, Whitney, Mackie, Adams and Rigg. Councilmember Hew attended by telephone. ABSENT: None. ALSO PRESENT: Stephanie Anderson, City Attorney; Teresa Way-Pezzuti, HR Director; Janeen Miller, City Clerk; Kenneth Young, City Manager. Mayor Kabir opened the meeting at 7:30 p.m. ACTION ITEM Motion to enter into a Closed session: A motion was made by Councilmember Mitchell and seconded by Councilmember Esters to enter into a Closed session. Mayor Kabir read the closing statement: Pursuant to the statutory authority of Maryland Annotated Code, General Provisions Article § 3-305, the Mayor and Council will meet in a closed session to discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom this public body has jurisdiction; any other personnel matter that affects one or more specific individuals, and to consult with Counsel on a legal matter. He added that the Council will not return to open session. The motion passed 8-0 and the Council entered into Closed Session. Submitted By: Janeen S. Miller, City Clerk

Motion to go into a Closed Session: Pursuant to the statutory authority of Maryland Annotated Code, Motion By: General Provisions Article § 3-305, the Mayor and Council will meet in a Second By: closed session to discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or Vote: performance evaluation of appointees, employees, or officials over whom this public body has jurisdiction, any other personnel matter that affects one or more specific individuals; and to consult with Counsel on a legal matter. ADJOURN THE OPEN MEETING The Mayor and Council will not return to open session.
