Local Advisory Committee (LAC) for the Old Town College Park Historic District October 30, 2019 Davis Hall LAC Members Present: James McFadden, Vice Chairman, Bob Schnabel, Nigel Key LAC Members Absent: Richard Biffl, Chairman, Hassan Tariq Staff Present: Miriam Bader, Senior Planner, City of College Park Sheryl DeWalt, Contract Secretary Also present: David Kacar, Architect Robert Kidwell, resident The meeting was called to order at 7:32 p.m. by Mr. McFadden, Vice-Chairman. 1. The agenda was reviewed. Mr. McFadden accepted the agenda without exception. 2. The decision was made to review and approve the August 27, 2019 minutes when the LAC next meets. Several members who were present at the August 27 meeting are not in attendance this evening. 3. 4705 Howard Lane, College Park This is the final new construction home on Howard Lane. The new owners are husband and wife, Yiping Qi and Hong Chen; Mr. Qi is a professor at the University of Maryland. This is a traditional house with a full gable roof. The garage is detached but will not be built unless there is a zoning change; if it is built, the décor will match the house with a carriage style door. There will be two bay windows flanking the center with an upper balcony. The sun room will wrap around the side of the house. There is a side porch which wraps around to the back and an entry way from the back. It will be James Hardie smooth lap siding in cobblestone color (cream color). The windows are vinyl products trimmed with 4-inch trim and 6-inch corner board. The railings are 1¼ inch balusters with 3½ inch spacing in white. The roof will be 3-tab asphalt shingles in terra cotta red. The patio will be behind the driveway. There will be four bedrooms and each bedroom will have an en suite bathroom. They are originally from China and are expecting many family members to visit from China; there is no intention to rent out any of the bedrooms. There will be French-style in the back leading out to the back porch. The variance has been approved and there will not be any water flowing. The house meets the default lot coverage. The roof over the sun room will have a minimal slop. Mr. Key motioned to recommend HPC approval for 4705 Howard Lane. Mr. McFadden seconded. Motion carries 3-0-0. Mr. Schnabel made a motion to adjourn the meeting. Mr. Key seconded the motion. Motion carries 3-0-0.
