I. Call to Order
Ms. Gross called the meeting to order at 6:08 p.m.
II. Announcements
a. Community Preservation Trust (www.Communitypreservationtrust.org)

Mr. Abdul-Karim explained the Trust is a part of the City-University partnership
and the Trust is focused on affordable housing opportunities within College Park.
The Trust has purchased 5 homes to date and 2 homes have been sold to income-
qualified home buyers at a price affordable to their household. The Trust has
funding available that comes from city and state sources. The Trust purchases an
identified home in College Park and purchases the home with the available funds.
A buyer is identified, and the Trust tailors the purchase price of the home to meet
the buyer’s affordability level. There is currently a house under contract to
purchase located at 8006 51st Avenue in Lakeland. The Trust offers priority to
help current and former residents of Lakeland as well as their descendants with
the purchasing and selling of homes.
b. The RFP for the Researcher for the Restorative Justice Commission is posted.
III. Review and Approval of February Meeting Minutes
The Commission reviewed the meeting minutes of the February 20, 2024, meeting and no
edits were made.
Mr. Washington motioned to approve the minutes. Second by Mr. Fellows. All
members in favor; no opposed. Motion carries 11-0-0.
IV. Updated 2024 Schedule Review
a. Commission Meeting Dates – Next meeting April 16, 2024
b. Lakeland Events
o Ribbon cutting at Lakeland Park to celebrate new playground equipment –
4:30pm on March 21st.
V. Update on Outstanding Items with Mayor and Council
a. Request for renaming of MNCPPC sites:
o College Park Community Center to Lakeland College Park Community
Center
o Lake Artemesia Natural Area to Lake Artemesia Natural Area at Lakeland
b. Lakeland Legacy Scholarship Programs
o Restorative and Transformative Justice Education Scholarships
o Vocational Education
o Academic
The Council will schedule the outstanding items on a future meeting agenda.
VI. Committee Reports

a. Truth and Reconciliation – The RFP is posted and the committee has follow-up
questions to answer.
b. Community Engagement – The committee reviewed the list of invitees for the
committee’s events as well as tasked a small group to complete a communication
plan.
c. Restorative and Transformative – The committee asked staff for updates on the
name change recommendations and scholarships. Also asked staff to ask residents
to participate in Lakeland events and discussed arrangements on who should be
selected as the host for each event. The Commission discussed the host should be
someone with a Lakeland history.
VII. Adjournment
Ms. Murphy motioned to adjourn the meeting. Second by Mr. Sellers. All members
in favor; no opposed. Motion carries, 11-0-0.
The meeting adjourned at 6:42 p.m.
