I. Call to Order
Ms. Gross called the meeting to order at 6:25 p.m.
II. Announcements
a. Ms. Thurston has resigned her appointment with the Commission.
b. House Bill 241, The Just Community Bill is on the Governor’s desk to be signed.
The Bill makes a preference to damaged communities. Lakeland would fall under
this Bill. Ms. Gross asked the Restorative and Justice committee to review and
make a recommendation to the Commission.
c. Ms. Gross asked the restorative and transformative committee to adjust their work
plan and update for the fiscal year.

d. City Budget – challenges in the budget due to the City’s increase in tax rate.
III. Review and Approval of March Meeting Minutes
The Commission reviewed the meeting minutes of the March 19, 2024, meeting and no
edits were made.
Mr. Sellers motioned to approve the minutes. Second by Ms. Pancho. All members in
favor; no opposed. Motion carries 7-0-0.
IV. Follow Up from April 9, 2024, City Council Meeting
a. Request for renaming of MNCPPC sites:
o College Park Community Center to Lakeland College Park Community
Center
o Lake Artemesia Natural Area to Lake Artemesia Natural Area at Lakeland
The letters for the name changes were reviewed by City Council and will be sent to MNCPPC.
The Council will schedule the outstanding items on a future meeting agenda.
V. Collaboration with RJC
Ms. Gross shared with the Commission that the Lakeland Civic Association has requested
to collaborate with the Commission.
Ms. Alcaniz motioned to accept the Lakeland Civic Association as a collaborator with
the Restorative Justice Commission. Second by Ms. Brown. All members in favor; no
opposed. Motion carries, 8-0-0.
VI. Committee Reports
a. Truth and Reconciliation – The RFP is posted and the committee has follow-up
questions to answer.
b. Community Engagement – The committee reviewed the list of invitees for the
committee’s events as well as tasked a small group to complete a communication
plan.
c. Restorative and Transformative – The committee has been working on the big
event and attended a work session. The committee has been checking items off
Ms. Carter’s list for the Fullilove event and emails have been sent to UMD
leadership.
VII. Event Updates
a. The venue for the Shadow of Lakeland has been approved and will be at the
Clarice on July 27, 2024.
b. The panelists for next month’s event are ready.
c. Councilmembers will be in attendance to read the resolution for tomorrow’s
event.

VIII. Adjournment
Ms. Alcaniz motioned to adjourn the meeting. Second by Ms. Brown. All members in
favor; no opposed. Motion carries, 8-0-0.
The meeting adjourned at 6:48 p.m.
