CITY OF COLONIAL HEIGHTS, VIRGINIA Special Meeting of City Council Tuesday, June 21, 2022 1. Call to Order. The Special Meeting of City Council was called to order by Mayor Kochuba at 6:05 P.M. 2. Roll Call. Present: Councilman Kenneth B. Frenier Councilman John E. Piotrowski Councilwoman Dr. Laura F. Poe Vice Mayor Elizabeth G. Luck Mayor T. Gregory Kochuba Absent: Councilman Robert W. Wade Councilman John T. Wood Also Present: Mr. Douglas E. Smith, City Manager Mr. Hugh P. Fisher, III, City Attorney Mrs. Pamela B. Wallace, City Clerk 3. Declarations of Personal Interest A Declaration was read by Mr. Piotrowski; and Dr. Poe read a Statement of Disqualification, which were filed with the Clerk. Mayor Kochuba advised that Item 4D, Ordinance No.22-FIN-8, had been removed from the agenda and would be placed on the July 12 Regular Agenda for Council’s consideration and approval. 4. A work Session on the following item: A. AN ORDINANCE NO 22-10 (Second Reading) To adopt a revised General Pay Plan Class and Salary Range that increases by approximately 2% the range of each grade for full-time employees; changes the Public Works Technician position to Public Works Technician I and Public Works Technician II positions, along with the corresponding job description and class specifications for each position; revises the job description for the Youth Program Coordinator position; revises the titles of one position to Senior Paralegal/Deputy City Clerk and includes the revised title on the job description; and adopts a Public Safety Step Plan. Special Meeting Minutes June 21, 2022 Page 2 A motion was made by Mr. Piotrowski, seconded by Mrs. Luck, to adopt Ordinance No. 22-10. There was no discussion from Council relative to Ordinance No. 22-10 as Council had previously discussed at length and approved the ordinance during the Public Hearing at the June 14 regular Council meeting. AN ORDINANCE NO 22-11 (Second Reading) Amending § 244-13 of Chapter 244, Solid Waste, of the Colonial Heights City Code by modifying the monthly charges for solid waste collection and disposal and for the collection and recycling of recyclable material. A motion was made by Mrs. Luck, seconded by Dr. Poe, to adopt Ordinance No. 22-11. Mayor Kochuba recalled Council’s previous discussion and approval on first reading of Ordinance No. 22-11 and asked if there were any comments from Council. Mr. Piotrowski advised his decision was due to the lack of options presented and the high cost of the contract and that was why he was voting “No.” Addressing Mr. Frenier’s comments relative to advertisement of porch pick-up, Mr. Smith advised he did not suggest advertisement as there was a limited number allotted for porch pickup in the contract. Mr. Flippen added that anyone who currently participated in the porch pickup would transfer to the new contract. Mr. Smith did advise that upon approval of the increase, the information would be posted to the website. Addressing Mrs. Luck’s question relative to the solution with regard to the Brandywine Subdivision, Mr. Flippen advised he was meeting with the homeowners’ association this evening and although the situation was not resolved, it was a work in progress and was moving forward in a positive direction. Special Meeting Minutes June 21, 2022 Page 3 Vote: 4-2-1 Yes: Frenier Luck Kochuba No: Piotrowski Absent: Wade Wood Abstained: Poe Motion: PASS C. AN ORDINANCE NO 22-13 (First Reading) Awarding the City Manager a 2% pay increase and a $2,000 bonus. A motion was made by Mr. Piotrowski, seconded by Dr. Poe, to adopt Ordinance No. 22-13. There being no discussion, Mayor Kochuba called for the vote. Vote: 5-2 Yes: Frenier Piotrowski Poe Luck Kochuba No: None Absent: Wade Wood Abstained: None Motion: UNANIMOUSPASS D. A RESOLUTION NO. 22-17 Approving the revised Colonial Heights Emergency Operations Plan. A motion was made by Dr. Poe, seconded by Mr. Piotrowski, to adopt Resolution No. 22-17. At the request of Mr. Smith, Chief Hoover advised that every four years, the State Code required a comprehensive review of the Plan to ensure the Plan remained current. Chief Hoover advised that revisions were made to remove redundancy and clarification within the document. Adjournment. There being no further discussion, a motion to adjourn the Special Meeting was made by Mayor Kochuba, seconded by Mrs. Luck, and carried unanimously on voice vote at 6:22 P.M.
