CITY OF COLONIAL HEIGHTS, VIRGINIA Organizational Meeting of City Council Tuesday, January 2, 2025 1. Call to Order. The Organizational Meeting of City Council was called to order by the Clerk at 7:30 P.M. 2. Devotion. A devotional prayer was led by T. Gregory Kochuba. 3. Pledge of Allegiance. The Pledge of Allegiance was led by the City Clerk. 4. Oath of Office for Newly Elected Members of City Council. The Oath of Office was administered by the City Clerk to the following: Tricia L. Palmer Craig R. Skalak Brad E. Slaybaugh *T. Gregory Kochuba 5. Roll Call and Elections A. Roll Call The following members of the City Council and Council’s staff were present for roll call by the Clerk: Present: Councilman T. Gregory Kochuba Councilman Elizabeth G. Luck Councilwoman Tricia L. Palmer Councilman John E. Piotrowski Councilman Craig R. Skalak Councilwoman Brad E. Slaybaugh Councilman Robert W. Wade Councilman John T. Wood Absent: None Also Present: City Attorney Hugh P. Fisher, III City Manager Douglas E. Smith City Clerk Pamela B. Wallace Minutes, Organizational Meeting January 2, 2025 Page 2 B. Election of Mayor The Clerk opened the floor for nominations for Mayor. A motion was made by Mrs. Luck, seconded by Mr. Piotrowski, nominating Mr. Kochuba for Mayor. There were no additional nominations for mayor, so the Clerk closed the floor for nominations. The Clerk asked, upon Roll Call, that each Council member cast their vote for Mayor. Mr. T. Gregory Kochuba - Yes Mrs. Elizabeth G. Luck - Yes Mrs. Tricia L. Palmer - Yes Mr. John E. Piotrowski - Yes Mr. Craig R. Skalak - Yes Mr. Brad E. Slaybaugh - Yes Mr. John T. Wood - Yes The Clerk announced a unanimous vote for Mr. Kochuba for Mayor. Mayor Kochuba then opened the floor for nominations for Vice Mayor. A motion was made by Mrs. Luck, seconded by Mr. Slaybaugh, nominating Mr. Piotrowski for Vice Mayor. There being no additional nominations for Vice Mayor, Mayor Kochuba closed the nominations. Mayor Kochuba asked, upon Roll Call, that each Council cast their vote for Vice Mayor. Mrs. Elizabeth G. Luck - Yes Mrs. Tricia L. Palmer - Yes Mr. John E. Piotrowski - Yes Mr. Craig R. Skalak - Yes Mr. Brad E. Slaybaugh - Yes Mr. Robert W. Wade - Yes Mr. John T. Wood - Yes Mayor T. Gregory Kochuba – Yes Mayor Kochuba announced the unanimous vote for Mr. Piotrowski for Vice Mayor. A. A RESOLUTION NO 25-1 Providing for Council Rules of Procedure A motion was made by Vice Mayor Piotrowski, seconded by Mrs. Luck, to approve Resolution No. 25-1. There being no further business, Mayor Kochuba adjourned the meeting at 7:38 P.M. Due to an oversight, T. Gregory Kochuba’s name was omitted from the list of Councilmembers to be sworn in on the agenda. Therefore, he was sworn in by the Clerk of Council on January 3, 2025.
