APPROVAL OF MINUTES: IT WAS MOVED (JOHN) AND SECONDED (NELL) TO APPROVE THE MINUTES OF THE SEPTEMBER 11, 2012 MEETING, AS AMENDED. MOTION CARRIED UNANIMOUSLY. CITIZEN INPUT AND REQUESTS: None. PUBLIC HEARINGS: Lisa S. stated this is a legislative public hearing regarding proposed amendments to the sign regulations contained in the Columbia City Development Code. Lisa S. discussed the staff report created in August 2012 and the changes to be made before it is presented to the City Council on October 18, 2012. The changes to the previous sign code are being made to try to make it content neutral and satisfy the requirements of the first amendment. When you do a legislative amendment he need to be sure you don’t do anything that doesn’t comply with the existing comprehensive plan and most all of that is outlined and discussed in the staff report. Lisa S. explained one of the changes made since the last time the Planning Commission was together to discuss the sign code. In the public land, industrial and commercial zones, the code only allows one freestanding sign. This was discovered to be a problem when the library moved to the school building and wanted to place two freestanding signs. The modification was made to properties that have two hundred feet of frontage or more they could be permitted to have any additional freestanding sign with some specific limitations on the size of the sign. COLUMBIA CITY PLANNING COMMISSION PUBLIC HEARING AND REGULAR SESSION October 9, 2012 Page 2 of 2 IT WAS MOVED (LISA B.) AND SECONDED (JOHN) TO ADOPT THE FINDING IN THE STAFF REPORT AND RECOMMEND THAT THE CITY COUNCIL APPROVE THE AMENDED ORDINANCE FOR THE SIGN CODE REGULATIONS. MOTION CARRIED UNANIMOUSLY.
