CHARTER REVIEW COMMITTEE MEETING MINUTES NOVEMBER 29, 2012 - 6:00 PM CITY HALL, 1840 SECOND STREET, COLUMBIA CITY Present: Casey Wheeler, Chair Frank Hupp, Vice Chair Cheryl Young Bill Amos Sue Ziglinski Frank Hupp (departed 7:00 pm) Ed Fischer (arrived 6:55 pm) Leahnette Rivers Absent: None Using a projector, Chair Wheeler led the Committee through a copy of the draft Columbia City model charter. Members discussed in detail each of the various comments that were submitted by Committee Members about the draft, and other comments that were generated by the group during the review. In general, it was the consensus of the group that:  the Council hold a regular meeting at least once a month  the Mayor serve a 4 year term  elected officials may not be employed by the city in any capacity for at least one full year after leaving office  elected officials relatives shall not be employed in any capacity by the city  there shall be no term limits  when a vacancy if filled by appointment, the appointed term shall run only until the next available election  the charter will create a City Manager position  the City Manager must reside within Columbia County within one year of appointment  the City Manager’s relatives may not hold any appointive office or employment with the city  the Municipal Judge shall be a member in good standing with the Oregon State Bar Questions were raised about the annual performance review for the City Manager position - specifically whether or not the results would be available to the public. Casey and Leahnette will do some research on this matter and report back to the Committee during the next meeting. Meeting adjourned at 7:45 p.m.
