MEETING TO ORDER:
Glen called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE:
Glen led the pledge of allegiance.
INTRODUCTION OF NEW MEMBERS:
Barbara Gordon, Laurie Falk and Jaime Smith, the newest Planning Commissioners, introduced
themselves and gave a bit of their background to the Commissioners. The existing Commissioners and
staff introduced themselves and also gave a bit of their backgrounds and history with the City.
APPROVAL OF MINUTES:
IT WAS MOVED (NELL) AND SECONDED (KENNETH) TO APPROVE THE MINUTES OF THE
OCTOBER 9, 2012 MEETING, AS PRESENTED. MOTION CARRIED UNANIMOUSLY.
CITIZEN INPUT AND REQUESTS:
Mike Simpson wanted to discuss the topic of RV parking. Staff explained that information is being
discussed with the City Council.
PUBLIC HEARINGS:
Glen opened the public hearing to consider adopting an updated Water Master Plan and Wastewater
Facility Plan and related amendments to the City of Columbia City Comprehensive Plan.
Lisa stated that this is a legislative public hearing so there are no ex parte contacts, but if there are
conflicts of interest or bias then it needs to be declared. None were heard.

Lisa explained in 2012 along with a series of partnerships the City was able to successfully fund updates
for the wastewater and water master plans. The previous plans were from 1997. The Planning
Commission is to consider a recommendation to the City Council on whether or not you believe they
should adopt the documents. The staff report is being used as the narrative for the actual application. A
public hearing will be heard before the City Council on Thursday, March 21, 2013. Lisa stated the staff
report general says the plans presented comply with Columbia City’s Comprehensive Plan and in so
doing also comply with the State of Oregon goals for land use.
Lisa commented that instead of making many changes or putting a whole bunch of new information into
the Comprehensive Plan, each of the documents are being adopted as appendixes to the
Comprehensive Plan.
Staff and Commissioners discussed the presented plans at length. Leahnette stated some of the key
areas needing to be addressed that these plans have discovered are steel tank replacement and/or
abandonment; automated meter reading system, abandonment of old duplicated water line and
measures to help with leak detection and address pressure issues.
IT WAS MOVED (KEN) AND SECONDED (BARBARA) TO ADOPT THE FINDING IN THE STAFF
REPORT AND RECOMMEND THAT THE CITY COUNCIL APPROVE THE AMENDED
COMPREHENSIVE PLAN WITH THE ADDED APPENDIXES OF THE WATER AND WASTERWATER
MASTER PLANS. MOTION CARRIED UNANIMOUSLY.
