CHARTER REVIEW COMMITTEE MEETING MINUTES MARCH 20, 2013 - 3:30 PM CITY HALL, 1840 SECOND STREET, COLUMBIA CITY Present: Casey Wheeler, Chair Frank Hupp, Vice Chair Cheryl Young Sue Ziglinski Bill Amos Leahnette Rivers Absent: Ed Fischer Using a projector, Chair Wheeler led the Committee through the City Attorney’s comments and recommendations about the proposed draft Charter. As a result of the City Attorney’s comments and lengthy discussion by Committee Members, it was the consensus of the Committee that the following additional changes be made to the draft:  The current Charter’s ordinance adoption process be placed in the draft Charter with the following change: Add a section stating that adoption of an ordinance requires approval by a majority of the City Council.  Minor language changes to Chapter V, Section 8, Subsections (b) and (d), Chapter VI, Section 22, Subsection (d), and Chapter VII, Section 26 and 30 as recommended by the City Attorney.  Based upon the City Attorney’s input that the title of City Manager is interchangeable with the title of City Administrator. The city manager form of government is established when the manager’s duties are clearly outlined within the Charter. It was the consensus of the Committee that the title of City Administrator be retained, and the duties as outlined in the League’s model charter and recommended by the City Attorney be included in the City Charter to establish the city manager form of government.  Minor language changes to Section 34 and Section 35, Subsection (a).  Delete Section 37, and renumber the remaining sections. MOVED (SUE), SECONDED (FRANK) AND CARRIED UNANIMOUSLY THAT THE DRAFT CITY CHARTER, AS AMENDED, BE PRESENTED TO THE CITY COUNCIL FOR APPROVAL. Meeting adjourned at 4:30 p.m.
