The City of Columbia City In Columbia County on the Columbia River Hazard Mitigation Planning Group Meeting Minutes – June 10, 2013 - 6:00 p.m. City Hall, 1840 Second Street Columbia City, Oregon 97018 Members Present: Kelly Niles, Vice-Team Leader Casey Wheeler, City Council Member Gary Hudson Michael McGlothlin, Chief of Police Anne Parrot, Emergency Preparedness Coordinator, Public Health Foundation of Columbia County Lorne Clark, Plant Manager, Dyno Nobel M. Gregg Bailey, Sr. Health & Safety Representative, Dyno Nobel Ron Youngberg, CRF&R Meeting called to order at 6:03 pm Topics: Chief McGlothlin updated the planning group on recent successful registration efforts regarding the CAN system as it related to the current Columbia City Century Link customer base. Continued discussion took place in order to review plans and make coordinator assignments for the proposed Columbia City “Emergency Management Fair”. Date set for event to take place on Saturday October 12, 2013 from 10:00 am to 2:00 pm. Casey Wheeler volunteered to act as coordinator for community outreach, education, and promotion of the fair. Kelly Niles and Casey Wheeler volunteered to act as coordinators for stakeholder identification and sponsorship efforts. Chief McGlothlin and Anne Parrott volunteered to act as coordinators in regards to volunteer coordination and recruitment. Lorne Clark volunteered to act as coordinator for fair topics and points of interest. Discussion concluded with 1 narrowing of the scope of the event to shelter in place training/demonstration, general emergency preparedness, and cell phone/land line Can system registration. The planning group began the annual review and update of the Hazard Mitigation Plan, Goals, Action Items, and Mitigation Action Plan. See the following for noted items needed for update and/or further discussion with City Staff: 1. Page 4-5: Update of Table 4-5 for Steering Committee members. 2. Page C-1: Update of Steering Committee members. 3. Page C-1: Research update to DMA 2000 requirement for planning process. 4. Page C-2: Table C-1 needs corrected title of Public Health entity to “Public Health Foundation of Columbia County”. 5. Page C-3: Research updates to plan statuses or recommended removal of dates if plans considered as “living documents”; reference appropriately. 6. Page C-6: See attachment for Public Health Consequences dates 2012. 7. Table C-7: Discussion needed in regards to justification of number of critical facilities/infrastructure identified within current document. Proposal in reduction of numbers of physical sites and/or historical information behind numbers identified. 8. Page C-9: Table C-6A needs updated census information. 9. Page C-12: Flood Hazard information requires discussion in regards to 100 and 500 year flood plain and re-mapping impact. 10. Research updated documents maps – current maps dated July 2008. 11. Page C-15: Discussion needed in regards to residences versus facilities numbers relating to 100 and 500 year flood plains. 12. Page C-16: Discussion needed in regards to residences versus facilities numbers relating to wild land fire threats. 13. Page C-18: Discussion needed regarding Hazardous Materials Event in relation to transport versus use of materials; how much are we missing? 14. Page C-19: Add information regarding “potential economic loss” to last paragraph relating to Infectious Disease Epidemic subject matter. Also, include population update information. The planning group moved next team meeting to Monday July 1, 2013. Meeting adjourned at 7:09 p.m. 2
