The City of Columbia City In Columbia County on the Columbia River PARKS COMMITTEE MEETING MINUTES JUNE 25, 2013 - 6:00 P.M. CITY HALL, 1840 SECOND STREET COLUMBIA CITY, OR 97018 Present: Shannon Fitzgibbons, Chair (arrived 6:55 p.m.) Nell Harrison, Committee Member Jack Hruska, Committee Member Stan Hopkins, Committee Member Theodore (Ted) Burns, Committee Member Monica Burns, Committee Member (arrived 7:12 p.m.) Leahnette Rivers, City Administrator/Recorder Sally Ann Marson, City Council Member Curtis Deslatte of Laconias Ironworks McBride Creek Picnic Area: Members discussed the split rail fencing, which is estimated to cost $60.95 per 8-foot section. After further discussion, it was the consensus of the Committee that no further action will be taken with regard to the split rail fencing until the stump is removed from the bank and we get further along with the monument project and know exactly where the memorial wall will be placed. Committee Members discussed picnic tables for the site. It was the consensus of the group that the picnic tables will need to be fastened down or made of concrete and as vandal-proof as possible. Nell will see if she can find out where the concrete tables in McCormick Park came from. Veterans Memorial Park: It was the consensus of the Committee that the visit to the Jones Sculpture Studio be scheduled on Friday, July 19th. Members will meet at City Hall at 11:15 AM to carpool to the studio for a noon visit. Leahnette will check with ODOT about developing a paved path to provide access from the driveway to the picnic area that meets ADA standards. McBride Creek Trail System: Stan said he’s been working with the Columbia County Community Corrections Crew to cut in the trail, and they have now reached the drainage pipe that comes out of the west edge of the Sophie Park subdivision. He will continue working with the crew each Friday until they reach all the way around to the north end of Sixth Street. He hopes to loop the trail system back along the other side of the creek after we acquire additional property. Leahnette suggested that Larry Preston and Ted Burns might team up to begin working on applying the U.S. Forest Service construction standards to the rough-cut trail. She said she has another young volunteer that may also be able to work with them. Dog Park: Leahnette reported that the Planning Commission approved the dog park with conditions. She said the conditions include providing a picnic table and bench for the site. Members agreed that the picnic table and bench should be sturdy, but not too expensive since the site is very visible and the area will be fenced. Leahnette said she is still waiting for the Port to provide the permit to the City for the property. She said once the permit for the property is in place, the fencing supplies will be purchased and the Columbia County Community Corrections Crew will begin installing the fence. Sally Ann said she’s talked with several residents that support the smoking ban that is included in the proposed dog park rules. Entrance Sign Area: Members discussed how beautiful the roses look along the bank. Members talked with Curtis about making a sign for the rose garden. Leahnette will coordinate further with Curtis and ODOT.
