The City of Columbia City In Columbia County on the Columbia River PARKS COMMITTEE MEETING MINUTES JANUARY 21, 2014 - 5:00 P.M. CITY HALL, 1840 SECOND STREET, COLUMBIA CITY, OR 97018 Present: Shannon Fitzgibbons, Chair Ted Burns, Committee Member Nell Harrison, Committee Member Larry Preston, Committee Member Sally Ann Marson, Council Member Leahnette Rivers, City Administrator/Recorder Veterans Memorial Park:  Review proofs for memorial wall engravings: Members were pleased with the 24 individual mottos, slogans and sayings selected to represent each of the six branches of the service (four for each branch). Members preferred including the representative branch seal and the abbreviation for the branch on each motto brick. Members preferred using upper and lower case letters for the mottos, but agreed that all upper case should be used for the memorial bricks.  Blue Star Marker: Leahnette said the Blue Star Marker is currently being shipped and should arrive any day. She said we need to locate a rock to mount it on - hopefully we can use one that is already on site.  Construction schedule: Larry has prepared the Phase I schedule for the Veterans Park development, which he provided to Leahnette for use and review. We will be following a very tight schedule to complete the tasks in time for a Memorial Day grand opening event.  Tiles: Larry offered to pick up the tiles, which are ready, at Pratt and Larson Ceramics this Friday.  Roses: Shannon suggested we plant some groundcover roses at the Veterans Park. Dog Park:  Grand Opening event: The grand opening ceremony is set for 10 a.m. on February 22, 2014. The Mayor will be asked to officiate the event. Event details will include a ribbon cutting ceremony, acknowledgement of partners, and the distribution of doggie treat bags to attendees. Leahnette will prepare a press release and handle invitations. PO Box 189  1840 Second Street  Columbia City, Oregon 97018 Phone 503-397-4010  Fax 503-366-2870 E-mail colcity@columbia-city.org  Web site www.columbia-city.org Other Business:  DAR Parks: Leahnette said the DAR will be holding a special meeting later this month, and hopefully a decision will be made about the amount of support they will provide for the DAR park maintenance.  Entrance sign area: Sally Ann explained that the azaleas are not happy around the entrance sign, so they will be relocated to the City Hall grounds. She suggested twelve additional groundcover roses be planted around the entrance sign instead. Committee Members were in favor of the idea. Leahnette will order more roses.  Baskletball hoops: Shannon brought up the issue of portable basketball hoops within the City right-of-ways. Sally Ann said the Council will be appointing a group of citizens to study the matter and make a recommendation with regard to regulating the placement of hoops in the right-of-ways. Shannon suggested the Parks Committee consider putting up a basketball hoop in one of the City’s parks, such as Harvard Park. Leahnette said Micah recently suggested we consider the parking lot at Jim Bundy Memorial Park. Members favored the placement of a hoop in the Bundy Park parking lot. Larry will take a look at the parking lot and come up with a recommendation for placement of the hoop. Members noted that a hoop is currently available for public use on the school grounds.
