The City of Columbia City In Columbia County on the Columbia River Comprehensive Plan Review Committee Meeting Minutes - February 3, 2014 - 3:00 p.m. City Hall, 1840 Second Street Columbia City, Oregon 97018 Members Present: Scott Jensen, Planner, Port of St. Helens Leahnette Rivers, City Administrator/Recorder John Sachs, Citizen Member Lisa Smith, City Planner Casey Wheeler, City Council Member Cheryl Young, Mayor Also Present: Larry Preston, Citizen Visitor Paulette Lichatowich, Citizen Visitor Kit Gartes, Citizen Visitor Members reviewed and discussed the following draft documents:  Attachment A - Economic Opportunity Analysis  Attachment B - Goals and Policies - Economic Development, along with proposed modifications submitted by Paulette Lichatowhich  Attachment C - Industrial Zone  Attachment D - Environmental Performance Standards  Attachment E - Landscaping and Fencing  Attachment F - Home Occupations  Attachment G - Accessory Dwelling Units  Proposed amendments to the Vehicular and Pedestrian Traffic Ordinance No. 504 to permit back-in angle parking in the Village Center Overlay area  Proposed amendments to the Nuisance Ordinance No. 517 to modify noise regulations Members agreed by consensus upon various revisions to the above, which Lisa 1 will be incorporate into the final draft documents. MOVED (WHEELER), SECONDED (SACHS) AND CARRIED UNANIMOUSLY TO:  RECOMMEND THE CITY COUNCIL ADOPT THE ECONOMIC OPPORTUNITY ANALYSIS COMPILED BY JOHN A. RANKIN, LLC;  ADOPT AN ORDINANCE AMENDING THE COLUMBIA CITY COMPRHENSIVE PLAN  ADOPT AMENDMENTS TO THE: o INDUSTRIAL ZONE o PUBLIC LAND ZONE o ENVIRONMENTAL PERFORMANCE STANDARDS o LANDSCAPING, SCREENING AND FENCING o HOME OCCUPATION o ACCESSORY DWELLING UNIT SECTIONS OF THE COLUMBIA CITY DEVELOPMENT CODE  ADD THE VILLAGE CENTER OVERLAY TO THE COLUMBIA CITY DEVELOPMENT CODE  ADOPT AMENDMENTS TO THE NOISE REGULATIONS CONTAINED IN THE NUISANCE ORDINANCE  ADOPT AMENDMENTS TO THE VEHICULAR AND PEDESTRIAN TRAFFIC ORDINANCE TO PERMIT BACK-IN ANGLE PARKING AS OUTLINED IN THE DOCUMENTS LISTED ABOVE AS REVISED DURING TODAY’S DISCUSSIONS. Lisa will present the Economic Opportunity Analysis to the state for their review and comment prior to moving forward with the required 45-day notice to DLCD. Meeting adjourned at 4:30 p.m. 2
