The City of Columbia City In Columbia County on the Columbia River Hazard Mitigation Planning Group Meeting Minutes – April 28, 2014 - 6:00 p.m. City Hall, 1840 Second Street Columbia City, Oregon 97018 Members Present: Kelly Niles, Group Leader Lorne Clark, Plant Manager, Dyno Nobel Gary Hudson, Citizen Member Frank Hupp, Citizen Member Anne Parrott, Public Health Foundation of Columbia County Steve Watson, Columbia 9-1-1 Communications District Leahnette Rivers, City Administrator Meeting called to order at 6:01 pm Approval of Minutes: MOVED (PARROTT), SECONDED (HUDSON) AND CARRIED UNANIMOUSLY TO APPROVE THE FEBRUARY 24, 2014, MEETING MINUTES. CAN System Discussion: Steve explained that the current CAN vendor has been purchased by a competitor. He said the transition should be somewhat seamless, and the competitor, CodeRed, will continue to charge the current rate. He said the RDPO is also currently looking at the concept of utilizing a single vendor for Clackamas County, Multnomah County and City of Portland. Members said a regional approach would make a lot of sense. The news media, for example, might be more apt to assist with encouraging citizens to register their cell phones if it were a regional matter. Steve said regardless of the vendor, landlines are automatically registered, but cell phone users must still register their phone numbers in order to receive notifications - they must also ask that their phone numbers be removed from the list when they move, change phone numbers, or disconnect their service. 1 Members noted that a regional public service announcement encouraging cell phone users to sign up could still be beneficial - perhaps the RDPO would be interested in promoting a sign up campaign. The effectiveness of the CAN system was discussed by the group. Steve will provide the group with the timeline and performance statistics for the system’s recent use during the hostage/stand off situation in Clatskanie. Steve confirmed that Chief McGlothlin has met with 9-1-1 Center representatives to identify and pre-program the four mapping zones for Columbia City. Members discussed creating some generic messages to speed up the communication process. Messages could be created for sheltering in place, evacuation, fugitive in the area, etc. Members questioned whether or not templates are already in existence. Social Media Project: Leahnette said the City has established Twitter and Facebook accounts, and is currently in the process of soliciting participation. Other Business: Kelly said Chief McGlothlin is requesting member comments about the Emergency Operations Plan. He noted that comments were due today, and should be submitted to the Chief as soon as possible. Meeting adjourned at 7:03 pm. 2
