The City of Columbia City In Columbia County on the Columbia River PARKS COMMITTEE MEETING MINUTES MAY 27, 2014 - 5:00 P.M. CITY HALL, 1840 SECOND STREET, COLUMBIA CITY, OR 97018 Present: Sally Ann Marson, Chair Nell Harrison, Committee Member Ted Burns, Committee Member Kathleen Devlin, Committee Member Jack Hruska, Committee Member Dave Nelson, VFW Post 1440 Leahnette Rivers, City Administrator/Recorder Veterans Memorial Park: Leahnette made the following reports:  Jason Jones recently met with Gene Hester at the monument to discuss the concerns raised by VFW Post members about the carved faces and gear. Jason is currently working on developing a plan he hopes will work for everyone.  The decaying trees were removed. Members discussed what might be done in that area.  The irrigation, power and water systems are installed, and Micah is working on scheduling the paving.  The tile work installation will be postponed again due to weather.  She’ll check with Wayne Mayo about the split rail fence quote. Sally Ann suggested we all continue to move forward with planning the ceremony for next year. Everyone agreed to continue with the same items they were previously working on. Kathleen said she will spray the weeds between the rose bushes and Nell will work on weeding around the roses. Kathleen suggested we work on creating a nice entrance to the Veterans Park by making improvements on both sides of the bike path. She noted the ODOT plantings need trimming, blackberry and weed control, and replanting in some areas, and some of the fence lines along the opposite side of the path are unkept. She suggested spraying along those fence lines with permission of the property owners. Leahnette will prepare an RFP for the new monuments and order the new flag poles. RRR/Pixie Parks: Leahnette and Larry will attend the DAR Annual Luncheon Meeting tomorrow. McBride Creek Trail System: Members reviewed the riparian zone recommendations provided by Nathan Herr of the Columbia Soil & Water Conservation District. Overall, he said the riparian zone is in very nice shape. He provided a blackberry removal plan and a planting plan, recommending a diverse mix of trees for soil stabilization and weed/blackberry control. Leahnette said she plans to apply for grant funds for the project. Jim Bundy Memorial Park: Nell said the Scotch broom is getting out of control along the ODOT ditch. Leahnette will ask the work crew if they can remove it during one of their ODOT work days. Kathleen will spray weed killer along the pea gravel pathways. Members discussed planting some trees this fall. She said the Weed & Feed is working, but needs to reapplied. Harvard Park: Kathleen said several people are routinely not picking up after their pets. Leahnette suggested Kathleen report offenders if she spots them, and Leahnette will put another reminder in the Newsletter. Kathleen said the white dog wood tree is giving off seedlings and she’d like to plant them along the street side of the park. No objections were heard. Datis Park: Leahnette will have the work crew remove the blackberries from the bank. Entrance Sign Site: An article will be included in the next issue of the Newsletter about the new Marson’s Garden sign. Sally Ann said the rose garden could use some new bark dust. Other Business: Leahnette said a local church group is looking for a 3-4 hour community work project to do on September 13. Committee Members discussed several ideas. Leahnette will verify the size of the group and what type of work they can perform for further discussion at the next meeting. Members briefly discussed the recent St. Helens park survey.
