City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, AUGUST 21, 2014 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Cheryl A. Young called the regular meeting to order at 6:00 p.m. Mayor Young delivered the invocation and led the flag salute. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young Councilor Josh Fromm Councilor Nell Harrison Councilor Sally Ann Marson COUNCIL MEMBERS ABSENT: Councilor Larry Preston ALSO PRESENT: Leahnette Rivers, City Administrator/Recorder ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: None AGENDA ITEM 3 CITIZEN INPUT: AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: Leahnette said the flags are flying at the Veterans Park, and the tile work will begin at 8:00 a.m. this Saturday. Chair Marson reported that the split rail fencing is installed, and the Parks Committee will meet again next Tuesday at 5:00 p.m. 4.2 Water and Sewer Committee: Leahnette reported that Kennedy Jenks Consultants will cover the costs associated with Change Order No. 7. She said the work has been delayed due to staffing issues at NW Kodiak Construction, so no progress has been made with the work associated with Change Order No. 7. Leahnette reported that the Public Works Crew is currently dealing with their eighth water leak this year. 4.3 Street Committee: No report. 2 - Regular City Council Meeting August 21, 2014 4.4 Audit Committee: Councilor Harrison reported that the Audit Committee recently met, but did not complete their review work because they had some questions for Leahnette, who was on vacation. She said they will meet again next Monday at 2:00 p.m. 4.5 Hazard Mitigation Planning Group: Councilor Fromm said the Group will meet next Monday at 6:00 p.m. 4.6 Other Reports: Mayor Young reported on her recent attendance at the Oregon Mayor’s Association Conference in Pendleton. She said it was an effective meeting and she was able to network with representatives of several agencies and share some citizen concerns she had heard. She said she was especially honored to present Senator Betsy Johnson with an Honorary Mayorship from the Oregon Mayor’s Association for her years of extraordinary service to her constituents. Councilor Marson said she recently attended meetings of the CC Rider and the Columbia County Transfer Station. She said she also recently met with Mayor Young and together they prepared some draft City Council Meeting Rules for the Council’s review and consideration during a work session in September. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Minutes of the Regular City Council Meeting of July 17, 2014. 5.2 Minutes of the Special City Council Meeting of July 24, 2014. 5.3 Activities report from the City Administrator/Recorder. MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO APPROVE THE CONSENT AS AMENDED. AGENDA ITEM 6 UNFINISHED BUISNESS: None. AGENDA ITEM 7 NEW BUSINESS: 7.1 Council Bill No. 14-732; Ordinance No. 14-684-O: An Ordinance establishing nomination procedures for Elective City Offices; declaring an emergency. Council Bill No. 14-732 was read in full and then by title. MOVED (MARSON), SECONDED (FROMM) AND CARRIED UNANIMOUSLY TO DECLARE AN EMERGENCY. MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 14-732 WITH THE EMERGENCY CLAUSE. 7.2 Council Bill No. 14-733; Resolution No. 14-1127-R: A Resolution amending Resolution No. 14-1125-R, adopting sewer charges and rates. MOVED (MARSON), SECONDED (FROMM) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 14-733. 7.3 Council Bill No. 14-734; Resolution No. 14-1128-R: A Resolution assessing abatement costs, fees and accrued interest as a lien against property described as Tax Account No. 5128-D0-01600, located on Chimes Crest Road, Columbia City, Oregon, currently under the ownership of Mark J. Melchert. MOVED (FROMM), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 14-734. 3 - Regular City Council Meeting August 21, 2014 7.4 Council Bill No. 14-735; Resolution No. 14-1129-R: A Resolution assessing abatement costs, fees and accrued interest as a lien against property described as Tax Account No. 5128-DB-03100, located on Chimes Crest Road, Columbia City, Oregon, currently under the ownership of Cameron and Brett Byrd. MOVED (FROMM), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 14-735. 7.5 Council Bill No. 14-736; Resolution No. 14-1130-R: A Resolution assessing abatement costs, fees and accrued interest as a lien against property described as Tax Account No. 5121-CA-05900, located at 3325 Fifth Street, Columbia City, Oregon, currently under the ownership of Tye E. and Rebecca A. Holien. MOVED (FROMM), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 14-736. AGENDA ITEM 8 OTHER BUSINESS: Show and Shine Car Show: Councilor Fromm extended an invitation to everyone to attend the upcoming Show and Shine Car Show on September 20, 2014 and witness his pick-up truck win! Request for Temporary Use Permit for an RV due to a Hardship: Leahnette reported that the City Planner is recommending this matter be forwarded to the Planning Commission for consideration during their October 2014 meeting. No objections were heard from the Council. Health Fair: Mayor Young announced that the St. Helens Senior Center will be hosting a Health Fair on August 25, 2014 from 10:00 a.m. to 2:00 p.m. She said the event will include a luncheon, a live band, and other activities.
