CITY HALL, 1840 SECOND STREET, COLUMBIA CITY, OR 97018 Present: Sally Ann Marson, Chair Nell Harrison, Committee Member Kathleen Devlin, Committee Member Jack Hruska, Committee Member Debra Hebard, Committee Member Leahnette Rivers, City Administrator/Recorder Gene Hester, VFW David Beldon, VFW David Nelson, VFW Jason Hester, VFW Denver Peoples, VFW Michael Sacry, VFW Veterans Memorial Park: Leahnette distributed recommended wording for the six service monuments, which came from sources such as Vice Admiral Koenig, USN, Fleet Admiral Nimitz, USN, the USAF Airman’s Creed, Douglas Macarthur, USA, Lieutenant General Kelly, USMC, and Tide Rips, USCG. VFW Members suggested the service monuments provide historical information about each branch - such as the date founded, the branch mission, the branch motto, branch song, and other similar information that is specifically meaningful to the veterans that the park is honoring. The Parks Committee asked VFW Members to submit their recommended information no later than December 1, 2014. Members reviewed the proposed language for the Tribute to Families bronze plaque, which is estimated to cost $1,190.00 for ½” font on an 18”h x 24”w plaque. Pricing for larger plaque and font sizes should be available for the next meeting. Members reviewed cost estimates for the Park Dedication Plaque as follows: o 11”h x 15”w bronze plaque with upper/lower case lettering - $907.00. o 12”h x 14”w bronze plaque with all capital letters - $550.00. MOVED (JACK), SECONDED (DEBRA) AND CARRIED UNANIMOUSLY TO MOVE FORWARD WITH ORDERING THE 12” X 14” BRONZE PLAQUE USING ALL CAPITAL LETTERS. Leahnette will check to see if the font size for the tribute can be larger than the font size for the City and sponsor without impacting the cost. Members were pleased to hear that the Scouts have selected two Eagle Scout Projects in the veterans park - the first consisting of the installation of the irrigation system and electrical conduit for Phase II, and the second consisting of the Phase II landscaping. Hamer Electric will charge $2,175.00 for the Phase II electrical work, which will consist of extending power to the flag poles and installing six flag pole lights. MOVED (SALLY ANN), SECONDED (NELL) AND CARRIED UNANIMOUSLY TO APPROVE THE COSTS FOR THE ELECTRICAL WORK. Jason Jones will charge $4,490.00 for the additional concrete slab work around the base of the six monuments, which Micah and Larry have reviewed and determined to be reasonable. MOVED (SALLY ANN), SECONDED (DEBRA) AND CARRIED UNANIMOUSLY TO APPROVE THE COST OF THE ADDITIONAL CONCRETE SLAB WORK. Jack suggested we install a surveillance camera at the park. Leahnette said Knife River is not able to donate the paving for the temporary event day access. Kathleen suggested we consider adding packed sand jogging lanes adjacent to the paved path instead of widening the paving. Leahnette said she has asked ODOT for a quote for the Veterans Park directional signage on Highway 30. Dog Park Leahnette reported that ODOT will not permit “Dog Park” directional signage on Highway 30, but they are considering an alternative request for dog park symbol signage. She said one of the Harvard Park picnic tables has been moved to the park. Harvard Park: Kathleen said six units of cedar chips have been added to the playground, but we still need more chip depth within the fall zones. She suggested the cedar chip area is larger than it needs to be. Leahnette suggested Members consider adding additional to the playground to replace the airplane that was removed years ago. Members agreed to look into some pricing. Sally Ann said David Hamblin is working on refinishing one of the picnic tables, and Kathleen asked if he might be able to fix the benches too.
