City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, FEBRUARY 18, 2016 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Young called the regular meeting to order at 6:00 p.m. Mayor Young delivered the invocation and led the flag salute. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young Councilor Sally Ann Marson Councilor Josh Fromm Councilor Nell Harrison Councilor Gordon Thistle COUNCIL MEMBERS ABSENT: None ALSO PRESENT: Michael McGlothlin, Chief of Police Leahnette Rivers, City Administrator/Recorder ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: None AGENDA ITEM 3 CITIZEN INPUT: None AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: Chair Marson said the Committee will meet next week. She said they are working on the details associated with the Memorial Day Program in the Veterans Park. She said they've also been busy planting daffodils in various park locations. She said the St. Helens Garden Club will work the Columbia County Community Corrections Crew to trim, prune and clean up Ruth Rose Richardson Park. 4.2 Water and Sewer Committee: Chair Fromm said the Committee met recently. He said they reviewed the master plan project lists, and the City is accomplishing capital projects as scheduled. Leahnette said Micah recently located a sewer cleanout that was contributing to a lot of rainwater inflow and infiltration getting in the sewer system. She said the cleanout is 2 - Regular City Council Meeting February 18, 2016 located in the lowest point of the drainage swale between the Forestry and Highway 30 near E Street. Leahnette explained that some smoke testing work several years ago revealed that the rain drains on the house at 1610 Seventh Street were connected to the City's sewer system. At the City's request, the property owner hired a contractor to reroute the rain drain water into the City's storm system. During the process, the contractor found that a line coming from the house at 1600 Seventh Street also tied into the rain drain line coming from the house at 1610 Seventh Street before reaching the sewer main. The house at 1600 Seventh Street was vacant at the time, and there was no evidence of any sewage or rainwater in the line extending from 1600 Seventh Street. The contractor met with public works staff to discuss what to do with the line coming from 1600 Seventh Street, and because staff thought the sewer service line for 1600 Seventh tied into the sewer main in the Seventh Street cul-de-sac located on the opposite side of the property, City staff assumed that this was another rain drain line, and instructed the contractor to also tie it into the City's storm system. Leahnette said several years passed, and ODOT staff identified sewage entering their storm system along Highway 30. City staff traced the sewage back to 1600 Seventh Street. The owners of the house at 1600 Seventh Street were instructed to correct the problem, and they hired a contractor to perform the work for $2,200.00. During the project, the contractor realized that the problem traced back to the same line that they had rerouted from the sewer system to the storm system, as directed by the City staff. As a result, Leahnette said that staff is recommending the City pay the $2,200.00 bill for rerouting the line to the sewer system. MOVED (FROMM), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO AUTHORIZE PAYMENT OF THE $2,200.00 PLUMBING BILL FOR REROUTING THE SEWER SERVICE LINE FOR PROPERTY LOCATED AT 1600 SEVENTH STREET. 4.3 Street Committee: Chair Marson said the Committee met on February 8th and updated the street project priority list and made plans for the next Special City Allotment Grant application. 4.4 Audit Committee: Secretary Harrison said the Audit Committee met recently, and set a date for their next meeting. 4.5 Hazard Mitigation Planning Group: Team Member Fromm said the Group will meet in March. Mayor Young said the letter to Dyno Nobel's corporate office was recently mailed. 4.6 Other Reports: Mayor Young said the Community Action Team' has a Committee that works with senior citizens, and they are looking for some additional members. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Minutes of the Regular City Council Meeting on January 21, 2016. 5.2 Minutes of the Regular City Council Meeting on February 4, 2016. 5.3 Financial Report for the month ending January 31, 2016. 5.4 Bills paid with check numbers 19202 through 19269 during the month of January 31, 2016. 5.5 Activities report from the Chief of Police. 5.6 Activities report from the City Administrator. 5.7 Liquor License renewal for Columbia Groceries & Gas as applied for by Sahjanand Investments LLC. MOVED (MARSON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO APPROVE THE CONSENT AGENDA. 3 - Regular City Council Meeting February 18, 2016 AGENDA ITEM 6 UNFINISHED BUISNESS: None. AGENDA ITEM 7 NEW BUSINESS: None. AGENDA ITEM 8 OTHER BUSINESS: Rental Refund Request: The Council read a request from Donna McAtee dated February 11, 2016, requesting a rental fee refund for a one-half hour rental she had reserved for Thursday, March 31, due to conflicting travel plans she has made that were previously unanticipated. MOVED (MARSON), SECONDED (FROMM) AND CARRIED UNANIMOUSLY TO APPROVAL A 1/2 HOUR RENTAL CREDIT FOR DONNA MCATEE. Radon: Leahnette provided the Council with information from the Environmental Protection Agency (EPA) and the Oregon Health Authority (OHA) about radon and testing results. OHA's test results show Columbia City is a hot spot for radon. Leahnette will include an article in the next newsletter about the issue, and Council will review the information and discuss it further at the next meeting. Police Update: Chief McGlothlin said Officer Bubar is back on light duty status, and he may be released for regular duty in the coming month. He said Mary Goodwin, our newest Reserve Officer candidate, recently started the reserve academy. FEMA Funding: Leahnette said FEMA funding will be available to help with the December storm damage costs. She estimated the City's damages at approximately $50,000.00. Fire Hydrant Accident: Leahnette said the damages to the City's fire hydrant are in excess of $8,000.00. She has made contact with the driver's insurance company, ahd will bill them when all of the repairs are complete. Bit of Humor: As once said by Groucho Marx, Councilor Marson remarked, "I've had a perfectly wonderful evening. But I'm afraid this wasn't it."
