The City of Columbia City In Columbia County on the Columbia River PARKS COMMITTEE MEETING MINUTES MARCH 30, 2016 - 5:00 P.M. CITY HALL COUNCIL CHAMBERS Present: Sally Ann Marson, Chair Jack Hruska, Committee Member Nell Harrison, Committee Member Leahnette Rivers, City Administrator/Recorder Members met a City Hall and then toured Ruth Rose Richardson, Datis, Carolyn King Memorial, and Columbia City Dog Parks as well as the entrance sign area to conduct risk assessments. They identified the issues requiring attention:  Ruth Rose Richardson Park: Yellow spray paint should be used to mark holes and raised root cracks in the path pavement.  Datis Park: Temporarily place an orange cone in the open space under the rope fencing at the top of the bank, and add three barberry bushes this fall to fill in the hedge. Add "use at your own risk" signage to the unimproved access leading to the beach (seek City Attorney advice about the wording).  Dog Park: Fill in the holes that the dogs have dug.  Carolyn King Memorial Park: Add more low-growing evergreen shrubs in the planting area above the retaining wall.  Entrance sign area: Fill in the hole between the pavement and the fire hydrant along Fifth Street. Add more rocks along the top of the bank. Leahnette explained that the Public Works Crew assessed the condition of the dolphin piling at Pixie Park and determined that, other than the steel cable needing to be tightened, the dolphin piling is very stable and has not been compromised.
