City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, JUNE 16, 2016 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Young called the regular meeting to order at 6:00 p.m. Mayor Young delivered the invocation and led the flag salute. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young Councilor Nell Harrison Councilor Sally Ann Marson Councilor Gordon Thistle COUNCIL MEMBERS ABSENT: Councilor Josh Fromm ALSO PRESENT: Michael McGlothlin, Chief of Police Leahnette Rivers, City Administrator/Recorder ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: 2.1 Public Hearing: To discuss the budget for the fiscal year beginning July 1, 2016 as approved by the Columbia City Budget Committee. Public Hearing opened. No comments were heard from the public. Public Hearing closed. 2.2 Public Hearing: To gather public testimony related to a proposal to adjust water and sewer rates effective June 26, 2016. Public Hearing opened. No comments were heard from the public. Public Hearing closed. AGENDA ITEM 3 CITIZEN INPUT: 2 - Regular City Council Meeting June 16, 2016 Ernie Martin from Hudson Garbage Service explained that the Columbia County Commission recently approved a 1.3% disposal rate increase effective July 1, 2016. He said disposal costs represent one of their largest expenses, and they would like to pass the increase through to their customers with the permission of the City Council. He said the increase would result in an increase of $0.11 per month for a 35 gallon container. AGENDA ITEM 7 NEW BUSINESS: 7.1 Council Bill No. 16-788; Resolution 16-1164-R: A Resolution setting rates to be charged by Environmental Waste Systems, Inc./Hudson Garbage Service for collecting and disposing of solid waste, recycling materials, and yard debris within the City of Columbia City, Oregon, effective July 1, 2016. MOVED (MARSON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 16-788. AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: No report. 4.2 Water and Sewer Committee: No report. 4.3 Street Committee: Everyone agreed that "L" Street looks fantastic! 4.4 Audit Committee: No report. 4.5 Hazard Mitigation Planning Group: No report. 4.6 Other Reports: None. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Financial report for the month ended May 31, 2016. 5.2 Bills paid with check numbers 19394 through 19453 during the month of April 2016. 5.3 Bills paid with check numbers 19454 through 19513 during the month of May 2016. 5.4 Oregon Liquor Control Commission Temporary Sales License Application for Columbia County Child Abuse Assessment Center. 5.5 Activities report from the City Administrator/Recorder. 5.6 Activities report from the Chief of Police. 5.7 Activities report from the Public Works Superintendent. Item 5.7 was removed from the consent agenda. MOVED (HARRISON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY BY ROLL CALL VOTE TO APPROVE THE CONSENT AGENDA AS AMENDED. AGENDA ITEM 6 UNFINISHED BUISNESS: None. AGENDA ITEM 7 NEW BUSINESS (continued): 7.1 Council Bill No. 16-782; Resolution No. 16-1163-R: A Resolution authorizing a transfer of appropriations within the General Fund and within the Sewer Fund during the fiscal year beginning July 1, 2015. MOVED (THISTLE), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 16-782. 3 - Regular City Council Meeting June 16, 2016 7.2 Council Bill No. 16-783; Resolution No. 16-1165-R: A Resolution extending the City of Columbia City's workers' compensation coverage to volunteers of the City of Columbia City, Oregon, during the fiscal year 2016-17. MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 16-783. 7.3 Council Bill No. 16-784; Resolution No. 16-1166-R: A Resolution adopting the budget, making appropriations, imposing taxes, and categorizing taxes for the 2016-17 fiscal year. MOVED (MARSON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 16-784. 7.4 Council Bill No. 16-785; Resolution No. 16-1167-R: A Resolution calling a measure election to submit to the electors of the City of Columbia City the question of authorizing the renewal of a five-year local option levy in the amount of $0.67 per $1,000 of assessed property value for police protection services beginning in fiscal year 2017-18. MOVED (THISTLE), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 16-785. 7.5 Council Bill No. 16-786; Resolution No. 16-1168-R: A Resolution providing for water rates and charges for the City of Columbia City, Oregon; rescinding Resolution No. 15-1146-R. MOVED (HARRISON), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 16-786. 7.6 Council Bill No. 16-787; Resolution No. 16-1169-R: A Resolution adopting sewer charges and rates for the City of Columbia City in accordance with Ordinance No. 470; rescinding Resolution No. 15-1147-R. MOVED (MARSON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 16-787. 7.7 Proposal and Agreement: Proposal and Agreement between EcoTech Environmental Services and the City of Columbia City for a HealthyHome Radon Reduction System with Energy Star Sub-Slab Depressurization. MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO AUTHORIZE SIGNATION TO THE AGREEMENT. AGENDA ITEM 8 OTHER BUSINESS: League of Oregon Cities (LOC) Priorities: During the July 21, 2016 City Council meeting, the City Council will decide which legislative priorities to recommend the LOC work on during the upcoming year. Community Hall rental cancellation: Leahnette explained that Ronald Jaramillo recently cancelled an all-day rental reservation for July 30, 2016, and he has asked that any refund he might be eligible for be donated to the Community Hall - A Legacy to Treasure - Capital Campaign. MOVED (MARSON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY THAT THE CITY RETAIN $35.00 FOR ADMINISTRATIVE COSTS AND THE REMAINING $170.00 BE TRANSFERRED TO THE CAPITAL CAMPAIGN AS A DONATION FROM MR. JARAMILLO. 4 - Regular City Council Meeting June 16, 2016 July 7th Council Meeting cancellations: Due to the July 4th holiday and several scheduled staff vacations, it was the consensus of the Council that the July 7th City Council Meeting be cancelled.
