City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, SEPTEMBER 1, 2016 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Young called the regular meeting to order at 6:00 p.m. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young Councilor Nell Harrison Councilor Sally Ann Marson Councilor Gordon Thistle COUNCIL MEMBERS ABSENT: Councilor Josh Fromm ALSO PRESENT: Leahnette Rivers, City Administrator/Recorder ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: None. AGENDA ITEM 3 CITIZEN INPUT: None. AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: Chair Marson said the minutes from the recent meeting reflect the Committee's current activities. 4.2 Water and Sewer Committee: Leahnette said the well's pumping rate has dropped to a rate of 145 gallons per minute. She said since the recent rains, the City's reservoirs have filled and we are no longer supplementing supply with water purchased from the City of St. Helens. She said during the last billing period, we sold over one million cubic feet of water. 4.3 Street Committee: No report. 4.4 Audit Committee: Secretary Harrison said the Audit Committee met on Monday, and the next meeting is set for October 17, 2016. 2 - Regular City Council Meeting September 1, 2016 4.5 Hazard Mitigation Planning Group: Leahnette said they will meet again at the end of September. 4.6 Other Reports: None. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Ratify Change Order No. 5 for the City of Columbia City Community Hall Remodel in the amount of $39,050.00. 5.2 Ratify Change Order No. 6 for the City of Columbia City Community Hall Remodel in the amount of $2,500.00. 5.3 Minutes of the Regular City Council Meeting on August 18, 2016. 5.4 Request from Columbia City Community Library to close Second Street between H and F Streets and F Street between First and Second Streets from 6 AM to 3 PM on Saturday, September 17, 2016 during the Columbia City Celebration. 5.5 Appoint Douglas Calkins to the Columbia City Planning Commission. It was the consensus of the Council that Item 5.5 be added to the Consent Agenda. MOVED (MARSON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO APPROVE THE CONSENT AGENDA AS AMENDED. AGENDA ITEM 6 UNFINISHED BUISNESS: 6.1 Communications Site Agreement: Communications Site Agreement between the City of Columbia City and Friends of 88.5 FM. MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO APPROVE THE COMMUNICATIONS SITE AGREEMENT. AGENDA ITEM 7 NEW BUSINESS: None. AGENDA ITEM 8 OTHER BUSINESS: None.
