The City of Columbia City In Columbia County on the Columbia River PARKS COMMITTEE MEETING MINUTES SEPTEMBER 27, 2016 - 5:00 P.M. CITY HALL, 1840 SECOND STREET COLUMBIA CITY, OR 97018 Present: Sally Ann Marson, Chair Nell Harrison, Committee Member Jack Hruska, Committee Member Stan Hopkins, Committee Member Leahnette Rivers, City Administrator/Recorder Veterans Park: The Committee reviewed and discussed the following items:
POW/MIA monument proposals and wording: Proposals were received as follows: o Jason Jones - stone o Flatline Fabrication - laser cut metal o OM Stone - black granite o Macadam Aluminum & Bronze - bronze After careful consideration and much discussion, it was the consensus of the Committee to move forward with a black granite teardrop shape from OM Stone for $4,050. However, the Committee decided to reduce the amount of wording to simply say, "All gave some, some gave all" under the traditional POW/MIA insignia that includes "You are not forgotten." Leahnette will get an updated proof and an updated quote for further review at the next meeting.
Monument offering a tribute to the family members of all American veterans: Members reviewed a mock up from Macadam Aluminum & Bronze for the plaque, which will cost $3,140.00 plus shipping. Members agreed upon the following revised final wording: 1 
A TRIBUTE TO ALL FAMILY MEMBERS OF AMERICAN SERVICE PERSONNEL, PAST AND PRESENT THE FAMILY MEMBERS OF VETERANS BRAVELY ENDURE SEPARATION, APPREHENSION, LONELINESS, HARDSHIPS, & SACRIFICES WHILE THEIR LOVED ONES SERVE OUR COUNTRY. GOD BLESS THE FAMILY MEMBERS FOR THEIR UNWAVERING SUPPORT FOR THEY, TOO, SERVE OUR COUNTRY BY SUPPORTING THEIR SERVICE MEMBER. However, after revisiting the rock, members agreed to reduce the size of the plaque from 3'w X 2'h to 2'w X 18"h. Leahnette will get a new quote for the smaller size plaque. Jack also offered to pick it up to save on additional shipping costs.
Informational sign for main monument: Leahnette said International Graphics & Nameplate, Inc. will make the sign for $319 out of the same long lasting materials that the new sign in Datis Park is made from. Members reviewed color samples, and determined that a site visit to the park would be helpful.
Discuss budget, grant funds and remaining work. Leahnette explained that the veteran wall and quarry paver costs and the new monument costs are going to exceed the amount originally anticipated when the grant was applied for. She said the Committee has several options: o Proceed with implementing all of the remaining project tasks and use park SDC funds to cover the excess costs; o Remove one or more of the remaining project tasks to reduce the total overall costs. Remaining tasks include the trash receptacle ($1300), split rail fencing ($4000), park bench ($250), drinking fountain with pet bowl ($1100), and rose garden ($1200). Leahnette noted that we only have about 20 veteran bricks left to sell, so it looks like we will want to construct another veteran wall. She said the uncompleted project tasks could be included in the next veteran grant request along with the fifth wall.
Eagle Scout Project: Leahnette said Dave Hamblin has a Boy Scout that would like to proceed with constructing the fencing as an Eagle Scout Project. It was the consensus of the Committee to move forward with the fencing installation as an Eagle Scout Project. Dog Park: Leahnette said the Port of St. Helens has finished paving the parking lot area. Members had previously discussed the idea of selling personalized "dog bone" signs to hang on the fencing as a way to raise funds for the maintenance of the park. Members reviewed a quote for "dog bone" signs - $90 each or 4 for $75 for digital print on 6"x10" aluminum; $45 each or 2 for $40 for vinyl applied to aluminum. Sally Ann noted that the City does not own the property, and the Port could require us to vacate the site at any time. Members agreed that it would not be a good idea to sell sign space in the park if we cannot be assured of long-term use of the site. 2 Harvard Park: Leahnette said Kathleen does not think we should move forward with shade sails unless we install removable posts because the posts will look strange when the sails are not up. She said the Public Works crew said removable posts won't work well in this application because the posts need to be installed at a 5 degree angle. She said the Public Works crew recommends a permanent shelter with barbecue pits instead. Committee Members still preferred the idea of shade sails - perhaps flags or banner can be flown from the posts when the shade sails are down. The Committee will visit the site for further discussion. Ruth Rose Richardson Park: Stan said the concrete needs to be power washed - he said he might be willing to do the power washing if there is water available there. Leahnette suggested he contact Public Works. Other park updates or reports: Leahnette asked the Committee if they want to pursue the installation of a walking stump feature in one of the parks. Jack said wood can become very slippery. Members agreed, and decided to not pursue this idea any further. Set date and time for next meeting: The Parks Committee will meet again on October 11, 2016 at 5:00 p.m. in the Veterans Park, and then the meeting will move to Harvard Park.
