STREET COMMITTEE MINUTES
OCTOBER 18, 2017 MEETING
City Hall, 1840 Second Street, Columbia City

Chairman Marson called the meeting to order at 5:55 p.m.
Street Inventory 2017: Members reviewed the results of the 2017 Street Inventory and
discussed them at length with staff. It was the consensus of the Committee to:
Invest $15,000.00 in crack seal work on the east side of Highway 30 in the areas
that are most suitable for this type of preservation work as identified by the
inventory work (such as Spinnaker Way, E Street between First Street and The
Strand, Second Street to the south of L Street, Second Street between E and I
Streets....) Micah will make the final selections based upon discussions with the
contractor and budget limitations.
Continue to patch the low-volume streets as they deteriorate to a point that
requires frequent pot-hole repair work in order to reserve funding for pavement
projects in higher traffic volume areas.
Five-Year Capital Improvement Plan: Members reviewed the current list of projects
contained in the Five-Year Plan, along with the updated Street Inventory information. It
was the consensus of the Committee to make the following changes to the Five-Year
Plan during the upcoming 2018-19 budget process:
Remove Sixth Street Improvement Project between Lincoln and K Streets
because it is financially unrealistic;
Add a 1" grind and 2"-3" overlay to The Strand for completion after the City's
current Water Improvements Project is complete - estimated cost $70,000.

Other Business: Members agreed that the newly paved section of Sixth Street to the
north of Pacific and all of the new street signs around the City look great.
Micah, Jeff and Dave discussed the pros and cons associated with recessing reflectors
and buttons vs. surface level reflectors and buttons. Jeff and Dave cautioned against
the recessing process because it is expensive and creates holes in the pavement that
can speed up deterioration. Jeff suggested that, since the City has very few to buttons
and reflectors maintain, a more cost effective approach would be to periodically replace
them as needed. The Public Works crew will be installing buttons along the centerline
of Fifth and J Streets, as well as blue reflectors in the center of streets adjacent to fire
hydrants.
