COUNCIL MEMBERS PRESENT: Mayor Casey Wheeler Councilor Gordon Thistle Councilor Sue Ziglinski COUNCIL MEMBERS ABSENT: Councilor Katrina Claridge Councilor Jeff Reinan ALSO PRESENT: Mike McGlothlin, City Administrator/Recorder Gerald Bartolomucci, Police Operations Sergeant Kim Karber, Office Supervisor/Finance Clerk ATTORNEY PRESENT: No. A quorum was present and due notice had been published. AGENDA ITEM 2 CITIZEN INPUT: None AGENDA ITEM 3 COUNCIL REPORTS: 3.1 Minutes of the June 29, 2022 Hazard Mitigation Planning Group meeting, chaired by Councilor Sue Ziglinski. WRITTEN MINUTES WERE SUBMITTED FOR THE JUNE 29, 2022 HAZARD MITIGATION PLANNING GROUP MEETING. 3.2 Minutes of the July 13, 2022 Hazard Mitigation Planning Group meeting, chaired by Councilor Sue Ziglinski. WRITTEN MINUTES WERE SUBMITTED FOR THE JULY 13, 2022 HAZARD MITIGATION PLANNING GROUP MEETING. AGENDA ITEM 4 STAFF REPORTS: 4.1 Activity Reports from the Police Operations Sergeant. A written activity report was submitted by the Police Operations Sergeant, Jerry Bartolomucci, for the previous month’s departmental activity. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Bills paid with check numbers 33860 through 33896 during the month of 2 Regular City Council Meeting August 18, 2022 July 2022. 5.2 Expense v. Budget Report for the period ending July 31, 2022. 5.3 Minutes of the March 17, 2022 Regular City Council Meeting. 5.4 Minutes of the April 21, 2022 Regular City Council Meeting. COUNCIL APPROVED THE CONSENT AGENDA BY UNANIMOUS ROLL CALL VOTE. AGENDA ITEM 6 UNFINISHED BUSINESS: None. AGENDA ITEM 7 NEW BUSINESS: 7.1 Ratification of Amendment Number Six to Intergovernmental Agreement Between Columbia County, Oregon and City of Columbia City, Oregon. MOVED (ZIGLINSKI), SECONDED (THISTLE) AND VOTED UNANIMOUSLY TO APPROVE THE AMENDMENT AS SUBMITTED. 7.2 Council Bill 22-952: A Resolution Authorizing a Transfer of Appropriations within the General Fund during the Fiscal Year beginning July 1, 2022. MOVED (THISTLE), SECONDED (ZIGLINSKI), AND VOTED UNANIMOUSLY TO APPROVE COUNCIL 22-952. 7.3 Review, discussion, and consideration for approval of an Application for Portable Basketball Hoop in ROW Permit, as submitted by Marcus Gagnier of 445 Northstar Court. MOVED (ZIGLINSKI), SECONDED (THISTLE), AND VOTED UNANIMOUSLY TO APPROVE THE APPLICATION AS SUBMITTED. AGENDA ITEM 8 OTHER BUSINESS: The City Administrator discussed the following items with Council: 1. Between July 19th and August 9th, the storage shed located at the City’s Veterans Park was broken into and approximately $1,000.00 worth of tools were stolen. The Police Department responded to the scene and conducted an investigation into the theft, and the City Administrator will be working with the city’s insurance carrier (CIS) to recover associated financial loses. 2. The pump to the City’s Primary Well System suffered a complete failure and is in need of replacement. Initial estimates show that this replacement will cost approximately $17,000.00 and is able to be funded with the transfer of contingency appropriations already contained within the City’s current fiscal budget. System alarms first notified Public Works personnel of what appeared to be a power outage at the well site. Upon completing their initial response and trouble shooting, they brought in our electrical and pump contractors who verified the failure of the pump. Councilor Thistle asked that the damaged pump be reviewed for use as a possible backup unit, after a mechanical review is conducted to see if it can be rehabilitated. The City Administrator said that he would work with the Public Works Director to ensure that this review took place. 3. The City Administrator reviewed, and received the consensus of Council to proceed with, ARPA 2021 projects that are currently in the planning process. These projects include the following: front counter security improvements at City Hall, a partition wall addition to the City Hall area leading into the City’s Council Chambers; to separate public from employee areas, window replacement at the Public Works Shop, the installation of police/fire alarm systems at the City’s core facilities, and siding improvements to the City Hall building. 3 Regular City Council Meeting August 18, 2022 4. Ms. Angela Kim, resident of 61269 Columbia River Highway, submitted a letter requesting an additional water bill adjustment due to a pipe that had burst while her property was under the supervision of a property management company. The original adjustment, following the City’s rate adjustment policy for water leaks, had reduced the amount of the original bill from over $2,000.00 to the amount of $917.81. Additionally, the aforementioned property management company was supposed to address this issue on behalf of Ms. Kim, the property owner, but failed to do so, resulting in the matter having to be resolved by Ms. Kim. After discussion took place it was the consensus of Council that the additional leak credit request would not be granted and Council directed the City Administrator to relay their decision to Ms. Kim. Council also recommended that the City Administrator direct Ms. Kim to seek relief through the small claims court process by filing a claim against the involved property management company. 5. Regarding Oregon Measure 109 (regulating Psilocybin production and/or service centers), the City Administrator advised Council that due to the short time frame imposed upon municipalities to file an opt-out measure for their voters about the issue, he was recommending that staff develop Time, Place, and Manner (TPM) regulations based upon the same focus as the City’s Cannabis ordinances. By consensus of Council, it was decided to follow the process as recommended by the City Administrator.
