STREET COMMITTEE MINUTES
FEBRUARY 28, 2023 MEETING
City Hall, 1840 Second Street, Columbia City
6:30 p.m.

Chair Forman called the meeting to order at 6:30 p.m.
Five-Year Capital Improvement Plan: Members reviewed the current list of streets
projects contained in the Five-Year Capital Improvement Plan (CIP). It was the
consensus of the Committee to add the Street Sander Replacement Project, estimated
at $11,000.00, and to place it into the 2023-24 fiscal year for appropriations. The
Pavement Restoration Project – C, H, and Calvin Streets was retained for fiscal year
2023-24 and will be funded depending upon the success of a grant award from the
Small Cities Allotment (SCA) state grant program. As well, the E Street Restoration
Project – Sixth Street to Highway 30, was retained for the 2025-26 fiscal year.
Additionally, the committee solidified plans to meet again in May of 2023 to complete
the process for surveying the city’s street in order to update the 2017 streets inventory.
Other Business: Public Works Superintendent Micah Rogers provided the following
update to the committee on the efforts that his department was working on specific to
city streets:
1. Quotes for the needed crack seal work, first focusing on the eastern side of the
city, is in progress.
2. The city’s street sander is getting near the end of its service life and will soon
need to be replaced. Estimated cost for replacement is between $7,000.00 -
$10,000.00 (The Street Committee recommended that this equipment
replacement project be added to the CIP for the 2023-24 fiscal year).
3. Additional thermoplastic materials are being ordered for maintenance projects
within the city.

4. Normal sign and street maintenance activities are still ongoing and are directed
to specific problem areas as is needed.
The City Administrator also briefed the committee on two grant opportunites that he
is pursuing on behalf of the Streets Department: an Oregon state grant for updating
the city’s Transportation System Plan; valued at $175,000.00 and an Oregon state
grant for the funding of paving projects; valued at $300,000.00 for all projects within
the currently established CIP.
