FEBRUARY 6, 2025 MEETING

Meeting called to order at 6:02 p.m.
1. Project Updates
• Upper Reservoir Overflow Drain Project
The lead we were pursuing as an option for the overflow drain project did not
work out, so the City will continue to review alternate options that are
financially feasible. Micah reported that with all of the recent upgrades and
safety features, the likelihood of the reservoir overflowing is minimal.
• Upgrade SCADA software & HMI
Micah reported the computer and software have been purchased and the
next step is for it to be installed. Micah will be reaching out to AET to get that
done.
• K Street Pump Station Improvements Project
Micah is working with Andrew Niemi at Lower Columbia Engineering and
should know more soon about what needs to be done to get this project
wrapped up.
• Steel Tank Replacement/Abandonment
Micah is working on putting information together to get bids for the
replacement of a group of four tanks. After the bids come back, we’ll see if

we keep moving forward with having a third party do the work, have public
works start replacing them, or a combination of both.
2. Develop proposed project list for the draft 2025-26 Five Year Capital
Improvement Plan.
• Five-Year Plan for Water Projects
After reviewing the project list, the five-year plan is as follows:
• Upper Reservoir Overflow Drain Project continue into budget year
2025-26
• Fourth Street Water Line Replacement (I to L Streets) and Hydrant
Installation in budget year 2028-29
• Fifth Street Water Line Replacement (E to C Streets) and Hydrant
Installation in budget year 2028-29
• Replace the remaining cast-iron lines in budget year 2029-30
• Five-Year Plan for Sewer Projects
After reviewing the project list, the five-year plan is as follows:
• Steel Tank Replacement/Abandonment of final tanks in budget year
2025-26
• E Street Sewer Main Replacement (west side of Highway 30 to Second
Street) in budget year 2028-29
Mayor Reed relayed a suggestion he had received from a resident. It was regarding the
possibility of a rebate for installing water efficient toilets. He inquired if that is something
we could do and asked if it would be helpful in any way. Micah said any reduction of water
into our system is beneficial as it reduces the amount of water we are pumping over to St.
Helens to be processed, saving us money. It also saves the resident money since they are
using less water.
