Mayor Alex Reed called the Regular Meeting to order at 6:00 pm.

A quorum was present, and due notice had been published.

4.1 Audit Committee: No Report.
4.2 Hazard Committee: No Report.
4.3 Parks Committee: Kim reported that Conservation Technix should have the draft
Parks Masterplan done by the end of November.
4.4 Streets Committee: No report.
4.5 Water & Sewer Committee: No report.

THE COUNCIL APPROVED THE CONSENT AGENDA BY UNANIMOUS ROLL CALL

AGENDA ITEM 6 UNFINISHED BUSINESS:
None
AGENDA ITEM 7 NEW BUSINESS:
7.1 Ratify OLCC Special Event License Application for Columbia City for the
Michael Allen Harrison Concert on December 1, 2025.
MOVED (QUICK), SECONDED (THISTLE), AND CARRIED UNANIMOUSLY TO RATIFY
OLCC SPECIAL EVENT LICENSE APPLICATION FOR COLUMBIA CITY FOR THE
MICHAEL ALLEN HARRISON CONCERT.
7.2 Permit Application for Structure in Unimproved Right-of-Way as applied for
by Song Yichun and Mark Byers of 1810 Front Place.
Song Yichun and Mark Byers, 1810 Front Place, spoke on their application to keep a fence
in the right-of-way. Bud Hickey, 1820 The Strand, and his lawyer Mary Anne Anderson
spoke in opposition to keeping the fence in the right-of-way.
MOVED (THISTLE), SECONDED (FORMAN) TO DENY THE PERMIT APPLICATION
FOR THE STRUCTURE IN THE UNIMPROVED RIGHT-OF-WAY.
AGENDA ITEM 8 OTHER BUSINESS:
8.1 Food Bank Donation Request
MOVED (BLUHM), SECONDED (FORMAN), AND CARRIED UNANIMOUSLY TO
APPROVE A $500 DONATION TO THE FOOD BANK.
8.2 Grants
Kim let Council know about two grants received. One was for $2500 from Walmart for the
City’s Shop with a Cop program. The second one was for $4000 from the Oregon
Community Foundation and will be used for the City’s Centennial celebration next year.
8.3 Chamber of Commerce Membership
Kim verified with Council that they would like to continue the City’s non-profit membership
with the Chamber. Kim will renew for 2026 and apply for the renewal during the Black Friday
sale if they have one.
8.4 Holiday Party
Kim verified with Todd that we are set for December 20th for our Holiday Party. Still working
on the menu.

8.5 Historical Markers
Mayor Reed talked about the PCC OMIC historical markers project. The markers were made
by the summer interns and the name of the student who made them are on the back of the
signs. There are three markers in Columbia City - one by the Harvard Park sign, one by the
Pixie Park pilings, and one by the Caples Heritage Orchard.
AGENDA ITEM 9 ADJOURNMENT:
9.1 There being no further business to come before the Council, the meeting adjourned
at 6:55 pm.
