The following are the minutes for the Board of Appeal and Equalization Meeting of the City Council
held at 6:00 pm on Monday, April 10, 2023, in the City Council Chambers, City Hall, 590 40th Avenue
NE, Columbia Heights, Minnesota.
CALL TO ORDER/ROLL CALL
Mayor Márquez Simula called the meeting to order at 5:03 pm.
Present: Mayor Márquez Simula; Councilmember Buesgens; Councilmember Jacobs; Councilmember
James, Councilmember Spriggs.
Also Present: Kelli Bourgeois, City Manager; Sara Ion, City Clerk/Council Secretary; Kevin Hansen, Public
Works Director; Diana Stellmach, Chief Deputy Anoka County Assessor; Brandon Hodge, Anoka County
Appraiser; Shane Gurrec, Anoka County Appraiser; Jodi Long, Resident; Abbey Litteler, Resident;
Jennifer Lane, Resident; Jonathan Tholan, Resident.
ITEMS FOR CONSIDERATION
1. Introduction.
City Manager Bourgeois led a brief introduction of the three members of the Anoka County
Assessor team.
2. Statement of Purpose of the Board of Review.
Mayor Márquez Simula read the Statement of Purpose of the Board of Review as follows:
“To the review the property valuations as of January 2, 2023, for taxes payable 2024, and
to hear appeals from property owners who feel aggrieved or have questions regarding
property valuations.
3. Questions and Answers Regarding Property Values.
Deputy County Assessor Stelmach asked for people who were attending in person to
address the Board. Residents Jodi Long, Abbey Litteler, Jennifer Lane, and Jonathan Tholan
addressed the board with their concerns. Additionally, a letter from Dave Morrisette was
read. She recommended that the value on this property should be lower.
Deputy County Assessor Stelmach thanked each resident for attending and committed to
completing additional assessments on properties as needed per their request.
Additional properties were reviewed by the assessor, as the owners had just been in
contact that day.

4. Council Actions Regarding Specific Cases or Cases on which Additional Information is
Required.
Motion by Councilmember James, seconded by Buesgens to adopt the proposed
assessment regarding the property at 4621 University Avenue NE (property ID 26-30-24—
34-0095). All Ayes, Motion Carried 5-0.
Motion by Councilmember James, seconded by Councilmember Spriggs, to adopt the 2023
assessed value as revised. All Ayes, Motion Carried 5-0.
ADJOURNMENT
Mayor Márquez Simula adjourned the meeting at 5:51 pm.

The City Manager will introduce the Anoka County Appraisers.
2. Statement of Purpose of the Board of Review.
To review the property valuations as of January 2, 2023, for taxes payable 2024, and to
hear appeals from property owners who feel aggrieved or have questions regarding
property valuations.
3. Questions and Answers Regarding Property Values.
Property owners in attendance will be given an opportunity to raise questions regarding
their property valuations.
4. Council Actions Regarding Specific Cases or Cases on which Additional Information is
Required.
The Council may at this time take action regarding any of the properties that were
discussed or instruct the County Assessor's Office to provide more information at a
continued meeting.
RECOMMENDED MOTION: Move to adopt the 2023 Assessment Rolls as presented.
OR
ALTERNATE MOTION: Move to continue the Board of Appeal & Equalization meeting to
_______ for the purpose of hearing additional information regarding only those property
values appeal on April 10, 2023 and to considered adoption of the 2023 Property
Assessment Rolls.
