Due to the COVID-19 pandemic, this hybrid meeting was held both virtually and in-person. CALL TO ORDER/ROLL CALL Mayor Márquez Simula called the meeting to order at 6:45 pm. Present: Mayor Márquez Simula; Councilmember Buesgens; Councilmember Jacobs; Councilmember Murzyn, Jr.; Councilmember Novitsky. Also Present: Kelli Bourgeois, City Manager; Kevin Hanson, Public Works Director; Sara Ion, City Clerk/Council Secretary; Barb Thomas, Public Works: Kathy Young, Assistant Public Works Director. PUBLIC HEARINGS 1. Public Improvement Hearing: 2022 State Aid Street Rehabilitation Program. Director Hansen gave a presentation on the State Aid and Rehab Program. He specifically highlighted the area of 47th as there is no additional assessment for the added depth or width as this is a state aid route. There is an additional 15% subsidy that is available for this project, leaving 70% cost to resident. Director Hansen noted that there could possibly be a deep edge mill to address the issue. The only utility work that would need to be addressed would be the hydrants and gate valve. There were no attendees in person or via zoom. Council had no additional follow up questions for Director Hansen. Mayor Márquez Simula opened the public hearing. No one wished to speak. Motion by Councilmember Jacobs, seconded by Councilmember Murzyn, Jr., to close the public hearing. All Ayes, Motion Carried 5-0. Motion by Councilmember Jacobs, seconded by Councilmember Murzyn, Jr. to waive the reading of Resolution 2022-15, there being ample copies available to the public. All Ayes, Motion Carried 5-0. City of Columbia Heights MINUTES February 07, 2022 SPECIAL CITY COUNCIIL MEETING - PUBLIC IMPROVEMENT HEARING Page 2 Motion by Councilmember Jacobs, seconded by Councilmember Murzyn Jr., to adopt Resolution 2022-15, being a Resolution of the City Council of the City of Columbia Heights ordering improvements and preparation of plans for 2022 Street Rehabilitation, City Project 2206.
