I. CALL TO ORDER
Members Present: Valerie Berta, Council Appointee; Tammy Brewer,
Commission on Cultural Affairs representative; Tootie Burns, Council
Appointee; Bill Williams, Commission on Cultural Affairs representative
Members Absent: Kay McCarthy, Council Appointee; Katie Essing, The
District representative
Staff Present: Sarah Dresser

I. Call to Order: Brewer called the meeting to order at 12:14 p.m.
II. INTRODUCTIONS
As the meeting was called to order, Brewer welcomed Committee and audience
member and asked them to introduce themselves. The Committee welcomed
newly appointed member, Valerie Berta, to the group.
III. APPROVAL OF AGENDA
A motion to approve the agenda was made by Burns, seconded by Williams;
motion carried.
IV. APPROVAL OF MINUTES
The minutes from the last Standing Committee on Public Art Sub-Committee
meeting (September 20, 2016) were approved with a motion by Williams,
seconded by Burns; motion carried.
V. REVIEW OF PROCESS
Dresser went over with the committee the criteria for addressing the traffic signal
box on the corner of 8th and Cherry Streets. The committee will select one
artist’s design by a process of elimination after reviewing each individual design.
VI. REVIEW SUBMISSIONS - TRAFFIC BOX ART
The Committee reviewed the 20 proposals received from 10 different artist and
artist teams. The Committee discussed the proposals and narrowed the selection
to the following four applicants: Brittany Williamson (artist #1), Irina Tevzadze
(artist #2), Graham Kersting (artist #3), and Sarah Goodnow Riley-Land (artist #5).

Discussion began with artist #1. The committee liked the dog-friendly theme and
how each panel featured a different breed of dog. The group liked how the
design is welcoming to the animals downtown and that there is also architectural
elements incorporated. The artist statement indicates that vinyl wrap would be
used to implement the design.
Discussion continued with artist #2. The committee remarked that the design
reminds them of the “People” sculpture outside Central Bank in that block of 8th
Street. Burns remarked that she liked the colors. A few committee members
agreed that they were uncertain about the use of the word “Believe” in the
design. The group liked the mosaic and architectural elements of the design.
The second submission for artist #3 was discussed. This was the most abstract of
the top designs, and the committee liked the architectural elements and the
colors. However, the group agreed that the overall design was a bit busy.
Finally, the group discussed artist #5’s design, which incorporated downtown
architecture and plan life. The committee liked the details of the design, but they
wondered if the two color design would be muted and not stand out as much as
one of the others.
Williams made a motion to accept the preliminary design from artist #1, with the
stipulation that a final design is submitted with a bit more detail, addressing the
background designs of the first two panels. A companion design for the smaller
utility box is also requested with the final design, to be submitted by March 31 to
the Office of Cultural Affairs. The motion was sectioned by Burns. The motion
passed.
VII. PUBLIC COMMENT
None.
VIII. SCHEDULE OF PROJECT
Dresser reported that she would contact the artist about submitting a final design
as well as a design for the utility box by March 31. The Standing Committee will
plan to meet to review the designs on April 5. After the final design is approved
by the Standing Committee, Dresser reported that the decision to have a contract
with the artist will be approved by the Commission and then go on to be
approved by City Council. After the contract is approved, the artist is asked to
complete the project before October 31, 2017.
IX. ADJOURNMENT
The meeting was adjourned by consensus at 1:25 p.m.
