I. CALL TO ORDER
Mr. Kasmann called the meeting to order.
II. INTRODUCTIONS
Members present: Bill Kasmann, Mitchell Ritter, Chris Steuber
Members absent: Lynn Limback
Staff present: Gary Anspach, Jacob Amelunke
Since no members of the public were present, introductions were dispensed with.

III. APPROVAL OF AGENDA
Mr. Kasmann asked if there were any additions or corrections to
the agenda; hearing none, Ms. Steuber made a motion to approve
the agenda. Mr. Ritter seconded it; the motion passed by a
unanimous voice vote.

IV. MOTION TO GO INTO CLOSED SESSION
Mr. Kasmann asked for a motion to go into closed session; Mr.

VII. MOTION TO GO INTO OPEN SESSION
Mr. Kasmann asked for a motion to go into open session. Mr.
Ritter made the motion; second by Ms. Steuber; the motion
passed by a unanimous voice vote.

VIII. SPECIAL ITEMS
Rehab Policy Revision
Mr. Anspach said staff recently discussed making a small language change
in Section 2 of the Owner Occupied Housing Rehabilitation eligibility and
assistance section. He read the proposed new language: “#10-Owner
Occupied Rehabilitation Loans may be made from either Community
Development Block Grant (CDBG) or HOME funds. An applicant
and/or structure may not be funded with a HOME funded loan more than
once within a 20 year period, but can be paid out of CDBG as funds are
available. Repeat applications from the same owner applicant for a
different property will be accepted only if the debt from the first property
has been repaid.”
The current policy says we can’t do another Rehab loan within the last 20
years, regardless whether it was CDBG or HOME funded. The city
recently has used up all of their CDBG funds and needs flexibility to use
HOME or CDBG funds for Rehab projects. Currently, if a Rehab
project uses HOME funds, they can’t use HOME funds again for the next
20 years, even for a minor repair like a sewer back-up, water heater goes
out, etc. If it was a CDBG Rehab, they can go back multiple times, up to
$35,000. Mr. Kasmann asked if that’s a new policy; Mr. Anspach and
Mr. Amelunke said it’s been that way since they’ve been here; they think
it’s a HUD policy. This would allow staff to do a HOME funded project
and come back if CDBG funds were available for another Rehab if the
cost exceeded $10,000, the Minor Home Repair limit. Staff asked the
committee to approve the change in language to give them more flexibility
in doing more than one Rehab on a property. Ms. Steuber made a
motion to approve the change in language; second by Mr. Ritter.
The motion passed by a unanimous voice vote.

IX. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF
There were no comments.
X. NEXT MEETING DATE: TO BE DETERMINED
Mr. Anspach said the next meeting will be mid- to late May. He plans to
have 2 projects. Mr. Kasmann asked how many applications are
pending. Mr. Anspach said 2 will be ready in May and 2 more in July.
There should be several completed Rehabs by July. The Minor Home
Repair program is on hold now due to lack of CDBG funds. They’re
waiting for HUD funds in June or July. They’ve had 6 people close on
new homes this year in the Homeownership Assistance program. 42
people have come to the Homebuyer classes so far this year. 7 homes
are ready to be built on Lynn Street. CMCA and Job Point are building a
house on Woodside Drive, off Oakland Gravel Road.
