Town of Columbine Valley AGENDA PLANNING AND ZONING COMMISSION RETREAT Saturday, April 19, 2014 Town Hall 9:00-9:10 - Introductions Each commission member and alternate will give a 1-2 minute introduction of himself or herself. 9:10-10:30 - Elements of Design Site Design: John Prosser, the former Dean of the Architecture and Planning Program at CU and a long-time participant in urban design issues in Colorado. Structural Design: Paul Brady, Godden- Sudik Architects, Inc. The session will focus on principles of site design and structural design. In Columbine Valley, the staff does not review site-design principles, instead limiting comments to such issues as adequacy of open space, screening methods, pedestrian linkages, etc. Nor does the staff assess structural design, leaving that aspect of developments to the review of the P&Z commission. Speakers will discuss site-design and structural principles to help commissioners understand their roles in the process. 10:30-10:45 - Break 10:45-11:30 - Conducting the Public Hearing Laura Christman, Chair. Cherry Hills Village Planning Commission The Planning Commission holds the initial public hearing for all development proposals. For many residents, the hearing is their first opportunity to see the plan and hear the developers’ presentations and reports of the Town staff. Ms. Christman will discuss how to best conduct this critical part of the development review process. 11:40-12:30 - The Taking Issue Elizabeth Garvin, Attorney, Spencer Fane & Grimshaw, LLP Local government decisions concerning land development cases can have serious implications on the viability of the proposed development. Denial of a rezoning or plan approval, or conditions attached to the approval of a rezoning or plan approval can, at times, constitute a virtual taking of property without compensation. This session will focus on the issue of what constitutes a taking. 12:30 - Lunch (and wrap-up?)
