Thomas and Mayor Pro Tem R. Gary Allen and Councilors Jerry ‘Pops’ Barnes, Tyson Begly, Charmaine Crabb, Glenn Davis, Bruce Huff (virtual / Microsoft Teams) and Toyia Tucker. Mayor B. H. “Skip” Henderson, III, City Manager Isaiah Hugley, Deputy City Managers Lisa Goodwin and Pamela Hodge, City Attorney Clifton Fay, Assistant City Attorney Lucy Sheftall, Finance Director Angelica Alexander, Clerk of Council Sandra T. Davis and Deputy Clerk Pro Tem Tameka Colbert. ABSENT: Councilors Joanne Cogle and R. Walker Garrett were absent. ________________________________________________________________________________ CALL TO ORDER - Chairperson Judy W. Thomas, Presiding Officer called the meeting to order at 2:30 p.m. AGENDA Appointment of Councilor Tyson Begly as the Vice Chair of the Budget Review Committee. (Vote Result: APPROVED) PRESENTATIONS Budget Review Agenda Item #1: Add List: Two (2) Superior Court Criminal Division Clerks in the amount of $93,346 (Councilor Tucker placed on the Add List.) 1. Clerk of Superior Court - Danielle Forte, Superior Court Clerk Budget Review Agenda Item #2: Add List: To reclassify the Support Clerk position from Part- Time to Full-time in the approximate amount of $12,480. (Councilor Crabb placed on the Add List.) Request of Councilor Glenn Davis - To include $10,000 in the Clerk of Council’s Budget for a current analysis and study of the Integrated Waste Fund as a Council’s initiative. (Councilor Davis placed on the Add List) 2. Clerk of Council - Sandra Davis, Clerk of Council Budget Review Agenda Item #3: Add List: Two (2) Investigators at $85,000 and Two (2) Administrators at $70,000; To add $10,000 for Conflict Case Reimbursement; Add $2,000 to the Professional Services; Add $2,500 to Witness Fees; Add $1,500 to Travel Budget and Add $3,500 to Education & Training Budget for a total amount of $174,500 (Councilor Davis placed the seven (7) items requested for a total amount of $174,500 on the Add List.) 3. District Attorney's Office - Stacey Jackson, District Attorney Budget Review Agenda Item #4: Add List: Interpreters $56,000 ($8,000 x 7 Judges); Contractual Services $16,500; Postage $7,000; Copier $6,060; Office Supplies $8,000 and salary adjustment of $10,000 for a total amount of $103,560 (Councilor Crabb placed the items totaling $103,560 on the Add List.) 4. Superior Court Judges - Arthur Smith, Chief Superior Court Judge Budget Review Agenda Item #5: Add List: 5% increase for attorneys in the amount of $210,740; eight (8) additional personnel (three investigators, three clerks and two paralegals) in the amount of $237,784 and the reclassification of the Administrative Assistant to Executive Assistant at approximately $10,000 (Councilor Barnes placed the items totaling approximately $458,524 on the Add List.) 5. Public Defender's Office - Moffett Flournoy/Steve Craft, Chief Public Defender/Asst Chief Public Defender Page 2 of 3 Budget Review Agenda Item #6: Add List: Four (4) positions - Assistant Chief Deputy Clerk G- 122 in the amount of $47,103.02; Finance Manager G-121 in the amount of $44,860.02; Two (2) Deputy Clerks G-115 in the amount of $35,115.87 each for a total amount of $162,194 (Councilor Tucker placed the items totaling $162,194 on the Add List.) 6. Recorder’s Court - David Ranieri, Chief Recorder’s Court Judge With there being no further business to bring before the committee, Chairperson Councilor Thomas declared the meeting adjourned with the time being 4:17 p.m. Page 3 of 3
