TUESDAY, JANUARY 21, 2020 – 6:30 PM
COLUMBUS CITY HALL
1. Roll Call: Present: Mayor Thom, Alders Gray, Johnson, Reid, Ryan, Theilen, Traxler; Interim City
Administrator Berner, City Attorney Johnson, City Clerk Goebel, City Engineer Lietha, interested
citizens, and the media.
2. Pledge of Allegiance: Mayor Thom led the Pledge of Allegiance.
3. Notice of Open Meeting: Noted as posted.
4. Approve Agenda: Motion by Theilen, second by Ryan to approve agenda. Carried voice vote.
5. Correspondence & Communications: Mark Krause, 735 Hibbard Street expressed concerns with
including sidewalks in the Hibbard Street reconstruction project. John Falk, 219 Hibbard Street
expressed concerns with drainage issues on Hibbard Street.
Consent Agenda: Motion by Ryan, second by Theilen to approve consent agenda. Carried voice
vote. Placed on file: Council & Committee of the Whole Minutes – 1/7/20, Applications for Operator
Licenses, term 07/01/19 – 06/30/21: Patricia L. Smith.
New Business
1. Consider & take action on Capital Improvement Policy Amendment: Motion by Ryan, second by
Johnson to approve the Capital Improvement Policy Amendment. Carried voice vote.
2. Consider & take action to approve a market revaluation in 2020 by Associated Appraisal: Motion
by Traxler, second by Theilen to approve the market revaluation for 2020 by Associated Appraisal. Roll
call vote unanimous.
3. Consider & take action on claims for $ 2,761,386.46: Motion by Traxler, second by Theilen to
approve claims for $2,761,386.46. Roll call vote unanimous.
4. Report of City Officers – Mayor: [Title} Matt Schreiber and the School District will meet to discuss
Roadmap 2050 and the Launching a Legacy campaign. Meeting will take place on February 6 at 6:30
pm at the Columbus High School Library; Ordinance Review ad Hoc Committee met for first time and
will invite relevant staff and commissions for the different portions of the code under review. Next
meeting is January 28, 6:30 at City Hall to review the HLPC portion of the code.
5. Motion to temporarily adjourn and reconvene at the conclusion of the Committee of the Whole
meeting to consider action on items 7, 8 and 9 of the agenda: Motion by Traxler, second by Gray
to temporarily adjourn to the Committee of the Whole at 6:49 pm. Carried voice vote.
6. Motion to reconvene: Motion by Theilen, second by Reid to reconvene to the Regular Council
meeting at 9:11 pm. Carried voice vote.
7. Consider & take action to approve Resolution (required for LRIP grant application in the amount
of $686,900) Designating Bike and Pedestrian Accommodation for Hibbard Street in the City of
Columbus: Motion by Traxler, second by Reid to approve Resolution #1-20 designating bike and
pedestrian accommodation for the Hibbard Street reconstruction. Roll call vote carried with Johnson,
Reid, Ryan, Theilen, Traxler voting Yes, and Gray voting No.
8. Consider & take action to approve the purchase of two squad cars for the Police Dept: Motion by
Traxler, second by Reid to approve the purchase of two squad cars for the Police Department for
$84,500.31, Roll call vote unanimous.
9. Consider & take action to approve contract with Neuman Pools – continued leak detection &
possible repair of an underground 4” main drain: Motion by Ryan, second by Gray to approve the
contract with Neuman Pools for pool leak detection and possible repair. Roll call vote unanimous.

4. Citizen Comments: Kenneth Schultz, 708 Maple Avenue expressed concerns over
drainage from the Hibbard Street reconstruction.

7. Convene to closed session pursuant to State Statues 19.85 (1)(e) Deliberating or
negotiating the purchasing of public properties, the investing of public funds, or
conducting other specified public business, whenever competitive or bargaining
reasons require a closed session; to confer with contracted property service,
TerraVenture Advisors, LLC regarding purchase of right-of-way for the WDOT Hwy 89
construction project: Motion by Ryan, second by Thom to convene to closed session at
6:54 pm per State Statues 19.85 (1)(e) Deliberating or negotiating the purchasing of public
properties, the investing of public funds, or conducting other specified public business,
whenever competitive or bargaining reasons require a closed session; to confer with
contracted property service, TerraVenture Advisors, LLC regarding purchase of right-of-way
for the WDOT Hwy 89 construction project. Roll vote unanimous.
8. Reconvene to open session: Motion by Ryan, second by Gray to reconvene to open
session at 7:30 pm. Carried voice vote.
9. Review Resolution #1-20 (required for LRIP grant application in the amount of
$686,900) Designating Bike and Pedestrian Accommodation for Hibbard Street in the
City of Columbus: A resolution is required when applying for LRIP funds if bike and
pedestrian accommodations will be included in the Hibbard Street Reconstruction project.
Forward to the 1/21 Regular meeting.
10. Purchase of two (2) Squad cars for the Police Department: Forward to 1/21 Regular
meeting.
11. Contract with Neuman Pools - Continued leak detection & possible repair of an
underground 4” main drain: Forward to 1/21 Regular meeting.
12. Review and discuss Capital Projects Budget Amendment: Interim Administrator Berner
hi-lighted the Capital Projects and review debt management. Council requested this be put
into Budget Amendment draft format and a timeline for the February 4 Committee of the
Whole.
