Report of City Officers City Administrator: Received population numbers from the state. Columbus is second in Columbia County for increased population. Hibbard Street update: half the sewer mains have been completed, water mains started. First on-site weekly meeting will by August 19th. Police Department facade project is almost complete. Received 113 applications for the DPW Administrative Assistant position. The preliminary budget process has begun. Mayor: Reminded everyone of free produce offered by (DCS) Discovery Charter Schools. Donation are accepted. Thanked them for sharing their plants/crop with the community. First day of school for Columbus area schools is September 1st. Thanked administration and staff for offering flexibility to families and students to help maintain a safe environment for students and staff. Street sweeper contest information is available on the city’s website. Winner will be awarded a $50.00 gift certificate. August 16th is the last day the pool will be open. Thanked Amy Jo, Recreation Director and Kane Browskowski, CAAC Pool Manager and staff for navigating through many unique challenges and provided a very abbreviated but safe pool season. City Clerk Pat Goebel provided August 11 election turnout information. A total of 808 total ballots were cast for a 25.46 % turnout with 61.63 % voting by absentee. The portions of the West Fountain Street and South Spring Street rights-of-way in the City Columbus, Columbia County, Wisconsin shown and described on the diagram attached hereto as Exhibit A, incorporated herein, are no longer necessary for City street purposes; and B. The Common Council of the City of Columbus intends to discontinue and vacate the portions of West Fountain Street and South Spring Street as shown on the attached Exhibit A (hereinafter “Right-of-Way to be Vacated”); and C. This Resolution was introduced before the Common Council of the City of Columbus on the 15th day of September, 2020. A Notice of Pendency of Resolution to Discontinue and Vacate was filed with the Register of Deeds for Columbia County on the _____ day of September, 2020. Background The City of Columbus has not applied for this grant since 2015. At that time the City applied for a funds to get an Urban Forestry Management Plan in place and was awarded $25,000 towards the project. This year there is an additional $175,000 available from the USDA Forest Service to assist communities in response to the catastrophic loss of urban tree canopy due to the Emerald Ash Borer. The City of Columbus has approximately 130 standing ash trees in the City Right of Way that will ultimately need to be removed due to the Emerald Ash Borer. The cost of removal for these trees is upwards of $100,000. Therefore, City Staff would like to apply for this grant to help remove trees affected by the Emerald Ash Borer and plant new trees in their place. There is also an educational aspect to the grant as it will provide funds for staff to attend the Wisconsin Community Tree Management Institute. Fiscal Impact Grants range from $1,000 to $25,000 and require a 50–50 match (total project cost range is $2,000 to $50,000). The project sponsor must initially fund 100% of project costs with cash, in- kind contributions and/or donations. Upon completion, the project sponsor requests reimbursement for 50% of eligible costs. Recommendation In order for staff to apply for this grant a Resolution needs to be passed stating that the City will budget sufficient funds to fully complete the proposed project. Staff recommends approval of the resolution. Once it’s reviewed and approved staff will come back to the 9/15/20 meeting with proposed budget numbers for this grant. LIST ALL SUPPORTING DOCUMENTATION ATTACHED: - WIDNR Urban and Community Forestry Grant Application Resolution ACTION REQUESTED OF COUNCIL: Review and discuss.  Authorizing Resolution #18-20 WHEREAS, the applicant, City of Columbus, is interested in obtaining a cost-share grant from Wisconsin Department of Natural Resources for the purpose of funding urban and community forestry projects or urban forestry catastrophic storm projects specified in s. 23.097(1g) and (1r), Wis. Stats.; WHEREAS, the applicant attests to the validity and veracity of the statements and representations contained in the grant application; and WHEREAS, the applicant requests a grant agreement to carry out the project; NOW, THEREFORE, BE IT RESOLVED, the applicant, City of Columbus, will comply with all local, state, and federal rules, regulations and ordinances relating to this project and the cost- share agreement; BE IT FURTHER RESOLVED, the applicant will budget a sum sufficient to fully and satisfactorily complete the project and hereby authorizes and empowers the City Administrator, its official or employee, to act on its behalf to: 1. Since the Columbus Public Library’s service area lies within both Columbia & Dodge Counties, a resolution for each county is necessary. Attached is further information on this process and the amount that the City needs to appropriate to the library above the calculated amount defined by the County. At this time, we do not have a resolution for Dodge County, but it is expected by mid- September. However, the City's appropriation for Dodge County will be zero. ACTION REQUESTED OF COUNCIL: Consider resolution and forward to September 15 for approval.  RESOLUTION # ___15-20____ Exemption from Columbia County Library Tax – 2021 WHEREAS, the Columbia County Board levies a county library tax; WHEREAS, Section 43.64(2)(b) of the Wisconsin Statutes provides such units of government which levy a tax for public library service and appropriate and expend for a library fund as defined by s.43.52 (1) during the year for which the county tax levy is made a sum at least equal to the county library tax rate in the prior year multiplied by the equalized valuation of property in the city or village for the current year, may apply for exemption from this tax; and WHEREAS, the City of Columbus does levy a library tax in excess of the amount calculated in accordance with 43.64(2)(b), NOW THEREFORE BE IT RESOLVED, that the City of Columbus be exempted from the payment of any county library tax as provided in Section 43.64(2)(b) inasmuch as it will expend for its own library fund for 2021 an amount in excess of that calculated in accordance with 43.64(2)(b). Exemption from the payment of said county library tax shall not preclude the City of Columbus participation in county library service in all other respects; and BE IT FURTHER RESOLVED, that confirmed copies of the Resolution be forwarded by the City Clerk to the Portage Public Library and to the Columbia County Clerk no later than September 30, 2020. Ibach, Consulting Services Coordinator South Central Library System RE: Exemption from Columbia County Library Tax As you know, under Wisconsin Statute 43.64(2), municipalities with public libraries can be exempt from the county library tax if they locally appropriate an amount above the defined minimum. In order to determine if a municipality can request an exemption from the county library tax for 2021 (the tax the county board will set in the fall of 2020 and expend in 2021), the South Central Library System (SCLS) follows the directions provided by the Wisconsin Department of Public Instruction in calculating these exemption amounts. We then share the calculations in spreadsheet form with the various municipalities in Columbia County – along with a sample resolution that the municipality can adapt. As the statute states, a municipality must apply for this exemption annually. In order to assist you in this process, enclosed are:  directions on calculating the exemption amount provided by the Wisconsin Department of Public Instruction’s (DPI) Public Library Development team  the 2021 Columbia County Library Tax Exemption spreadsheet that contains the necessary calculations  a sample resolution form that you can adapt for your municipality Within Columbia County, the City of Wisconsin Dells maintains a joint library with the Village of Lake Delton (this is the only joint library within Columbia County). As you can see from the DPI’s instructions, as a result of Act 20, municipalities that participate in joint libraries can opt to appropriate library funds equal to the average of the last three years. A letter of intent or a certified copy of your municipal board’s action in the form of a resolution to be exempt from the county library tax must be received by the Columbia County Clerk’s office no later than the end of business day on September 30, 2020.
