The DNR engineer recently notified the City that even with temporary staffing and emergency certification efforts currently underway, the City must still have an experienced “Operator In Charge” to oversee the operation of the plant. This oversight can be conducted over the course of one or more days, depending on the experience of existing staff and how well they know the required tasks. Interim solutions may include contracting with a private company, temporarily hiring a certified individual with the required certifications, or by partnering with another municipality to share staff on a short-term basis. Staff have had discussions with private companies, as well as local municipalities, but we do not have a defined solution at this moment. Fortunately, John Nehmer was scheduled to remain on payroll for the next several weeks leading up to his planned retirement. John has agreed to work some limited part-time hours for a few weeks as the OIC while we develop a solid solution. I anticipate we will need to have a solution in place in early-mid March. Based on the need to meet DNR standards and the quick turnaround needed, staff would like to bring a proposed solution to the Regular Council meeting on March 2, 2021. A Class 2 open bid was posted for two consecutive weeks; CHLPC received one bid for this project from Thoughtful Craftsman aka Community Building & Restoration. CHLPC would like to recommend to council that Thoughtful Craftsman aka Community Building & Restoration be considered the contractor for this project. The CSM will combine multiple parcels into one parcel. The completion of the CSM will allow the school district to meet our zoning code for the proposed Elementary School Addition. Previously council vacated the right of way that went dissected the elementary school parcel in order to allow the school district to complete the CSM. A couple of key items to note for the CSM. • The CSM shows both storm sewer easements that cross the property. o One of the easements is for a storm sewer that is relocated as part of the project. Prior to the project and easement was not recorded. • With the ROW vacation complete, the school district has provided evidence that they own all property shown on the proposed CSM. • The CSM shows the boundary for the FEMA Floodplain; please note the applicant has received a Conditional Location of Map Amendment (LOMA) from FEMA. When the project is complete, they will shoot the grades of the completed structure to finalize the LOMA. • The CSM shows the boundary for shoreland zoning, the property is within 300 feet of the Second Ward Creek Tributary. That is shown for informational purposes and shoreland zoning will not affect the proposed project. Staff has reviewed the CSM and is recommending approval. The addition contains a two-story classroom wing, gymnasium, cafeteria, kitchen, and receiving area. This addition will be IIB construction, comprised mostly of steel structure with a metal roof deck. It will be separated from the existing building with a 2-hour fire wall, and a sprinkler system will be provided. Within the existing building there will be 16,050 sf of renovation scope, including administrative offices, special education rooms, art and music classrooms, kindergarten rooms, and the library. Outside, there will be a new hard and soft play areas to the north of the new addition. The hard play area will include a half basketball court and four 4-square courts and the soft play area will have new playground equipment. There will also be a new courtyard centered between the existing building and the building addition that will feature an outdoor classroom and additional soft play area. Lastly, there will be a new concrete entry plaza on the east side of the school adjacent to the new building entry. The total estimated construction cost is $16 million. The school property is currently comprised of 11 separate parcels. As part of this project, a CSM will be created to combine the separate parcels into one. The property is currently zoned R3 – Residential Single-Family (High Density), and the zoning will not change. Throughout this process staff has worked with the school districts project team to work through issues for the site. As mentioned in the CSM memo the project has worked through numerous issues: ROW vacation, Establishing Storm Sewer Easements and FEMA LOMA approvals to develop plans that will meet code. Staff has sent a complete set of plans to council via drop box to save on the packet size. These plans are also available upon request as part of the approval process. Staff has reviewed and commented on the plans. The plans have been revised to address the comments.
