Roll Call: Mayor Arnold called the meeting to order at 6:30 pm. Present: Mayor Arnold, Council President Gray, Alders: Albright, McCabe, Motiff, Reid; Staff: City Administrator Ellefson, City Clerk Goebel, City Attorney Johnson, City Engineer Lietha, Schreiber, Weiner, Lentz, interested citizens. Pyfferoen was excused. 2. Pledge of Allegiance: Mayor Arnold led the Pledge of Allegiance. 3. Notice of Open Meeting: Noted as posted. 4. Approve Agenda: Motion by Gray, second McCabe to approve the agenda. Carried voice vote. 5. Correspondence & Communications: Chief Weiner thanked the Council for their consideration in changing the August 3 meeting date due to National Night Out. It is a community event for 1st responders, and there will be food, games, music, dunk tank, prizes for kids; all donation by the business community. Event is from 5:30 – 8:00 pm. Also making a plea for 2 crossing guards. If anyone interested, contact City Hall. Brook Andler, 1015 Park Ave: asking the Council to help with noise control when events take place at the pavilion. The music violates the noise ordinance and asking for help. New Director of Public Works, Jerry Lentz, introduced himself. Consent Agenda: Motion by Motiff, second by Reid to approve the consent agenda. Carried voice vote. Council & Committee of the Whole Minutes – 7/12/2, Approve Operator Licenses for 2021-2023 Licensing Period: Heidi L Bell, Darci A Bosse. New Business 1. Appoint DPW Director Jerry Lentz as Weed Commissioner: Motion by Gray, second by Reid to approve the appointment. Carried voice vote. 2. Consider & take action on disposal of assets for copy machine at Fire Department: Motion by Reid, second by Motiff to approve the disposal of the copier. Carried voice vote. 3. Consider & take action to award bid to Parisi Construction Co for sidewalk replacement: Motion by McCabe, second by Gray to award the bid for sidewalk replacement to Parisi Construction. The bid is for 3 years. Roll call vote unanimous. 4. Consider & take action to change August 3, 2021 meeting date due to National Night Out: Motion by Gray, second by Motiff to approve changing the Council meeting date from August 3 to Monday, August 2 due to National Night Out. Carried voice vote. 5. Consider & take action on claims in the amount of $194,610.20: Motion by Motiff, second by McCabe to approve claims. Roll call vote unanimous. 6. Report of City Officers – City Administrator: All positions at the DPW & WWTP are now filled; setting up interviews for Finance Director; still looking for Media Coordinator. Mayor: Met new Fire Chief Scott Hazeltine, Tea Time Wine Bar & Bakery will be opening in the old Fireman's Tavern, attended CWL Commission meeting and was very interested in how the utility works. 7. Roll Call: Council President Gray called the meeting to order at 6:51 pm. Present: Council President Gray, Mayor Arnold, Alders: Albright, McCabe, Motiff, Reid; Staff: City Administrator Ellefson, City Clerk Goebel, City Attorney Johnson, City Engineer Lietha, Schreiber, Weiner, Lentz, interested citizens. Pyfferoen was excused. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Motiff, second by McCabe to approve the agenda with one change; flip #6 & #7. Carried voice vote. 4. Citizen Comments: Ron Curtis, 100 Brookside Lane: feels removing the culvert in the park will help with the flooding in Parkview, while making sure it doesn't cause flooding downstream. Would like an updated study done and asking the Council to obtain bids to dredge and remove the culvert. Max Chu, 321 Fairway Drive: agrees with Ron's comments; costs have changed and feels this is becoming an emergency situation. 5. Department Reports: placed on file: June 2021: DPW, Fire, Library, Lifestar, Police, Senior Center 7. Review & discuss Rezoning Request in Columbus Commerce Center, Lot 7: Jim Hartung, ACS RBHS, introduced his request to rezone lot 7 in the Columbus Commerce Center from 1I to R-4 Multi Family. Would like to build multi family residential buildings. Concerns with apartments overlooking industrial. Gray said he would more comfortable if Lot 6 could be rezoned multifamily as well. This would require an additional public hearing before coming back before Council. Hartung said he would amend the application to include Lot 6 as multifamily. Forward to August 2 Regular meeting with condition Lot 6 is amended to multifamily. 6. Discussion and Presentation regarding Butterfly Trails Volunteer Park: Oddfellows member Patrick Vander Sanden updated the Council with ideas to continue developing the Butterfly Trails Park. Looking forward to developing a trail and continue with low maintenance plantings. Gray expressed concern the City would be taking on more than what the original approved plan and would like more information before approving additional plans. City Administrator Ellefson noted several items: new agreement with Sennhenn that did not include the City, funding sources, updated MOU. Return to future COW. 8. Review & discuss Stormwater Concerns/Budget Request a. Stormwater Utility Status: City Engineer Lietha responded to comments to remove the culvert in the park would be best solution. Lietha explained choosing between removing the culvert or doing the dredging would not be the best solution, should both be done; and flooding downstream is a concern if culvert is removed, need to improve downstream as well. Return to COW. b. Stormwater Study and Project/Improvements identified for cost estimating: Ellefson briefly reviewed the different ways this project could be funded: bonding, storm water utility, special assessment, grant monies. Questions on how much the utility could general, Ellefson state he hoped approximately $300,000 annually and the money could be used for other stormwater projects in the future. Should the Council pursue the utility, referendum wording is due in early January for the Spring ballot. Some members considered putting off other capitol projects to get this done. Forward Ruekert Mielke study costs to August 2 Regular meeting. 9. Review & discuss Ordinance Review Ad Hoc Committee priorities: The ad hoc committee hasn't met for over a year. At that time, the CHLPC ordinance was the first topic to review. Other priorities include revamping the zoning code which is very out of date; this would be a huge project. Pieces of the zoning code such as CHLPC, property maintenance, and signs can easily be removed from the zoning code at the appropriate time. Consensus to start with CHLPC. 10. Review & discuss City Council 2020 Budget Priorities: Ellefson asked the Council if they had any priorities or items they are interested in. Motiff suggested putting money aside for CDA to purchase property to grow the tax base. Will also like money to market the downtown TIF. Reid mentioned stormwater is important but not willing to put off road maintenance for a few years to fund it. 11. Adjourn: Motion by McCabe, second by Albright to adjourn at 8:49 pm. The property is currently zoned I1 and it is presently partially fallow and partially farmed. 2. ACS is requesting the zoning change to R4 as its intent is to create multi-family housing upon the property. Based on the proximity and visibility to the highway we feel the desired use would be a good fit for the area. The attached task order covers sediment sampling, updating the storm water models and survey data, and updating potential storm water project cost estimates. The task order is not to exceed $9,250, and I recommend utilizing contingency funds to cover this unplanned, unbudgeted expense. TASK ORDER 2021-04 2021 Columbus Storm Water Study Update This is Task Order No. 2021-04, consisting of 4 pages. Task Order In accordance with paragraph 1.1 of the Master Professional Service Agreement between the City of Columbus (City) and Ruekert and Mielke, Inc. (R/M) for Professional Services – Task Order Edition dated March 19, 2019 (“Agreement”), City and R/M agree as follows: 1. Specific Project Data Storm Water Study Update proposed as part of these services includes updating information from past studies. The specific area of interest is the 2nd Ward Creek located on the south and west side of the City. Past flooding has caused the City to complete a study in 2011 to review recommended improvements and costs. In 2017 more specifically a study was completed to review the impact and cost of removal of the 48-inch CMP culvert in the upper section of Fireman’s Park. Present day discussions are being conducted focused on impact of additional dredging and culvert removal work the original studies addressed. For the Council to have current accurate data it is being proposed to resample sediment to determine if quantities have changed over time. In addition, the hydraulic model for the creek need to be updated with changes over the past years to reflect current or proposed conditions to understand what future improvements may do to flooding along the length of the creek. 2. Services of R/M A. Sample sediment in creek Sampling sediment at various locations to determine contaminants will be completed. Update Survey data. The current creek information has changed over time. As part of the work, we will resample sediment depth and location to verify any changes which have occurred since 2011. Work performed after 2011 has included bridge removal in Fireman’s Park, opening of channel in Fireman’s park, dredging at culvert endwalls and planned upsizing of the STH 89 culverts. We will gather all new field data to update the model and confirm amounts of sediment to remove.  Approximately 10 x-sections between American Legion Post and inlet south of baseball field.  Approximately 20 sediment depth measurements (4-5 between each road crossing)  GPS collection of sediment depth locations  Mapping and summary of data C. Update of Hydraulic Model. Start with WDNR hydraulic model from flood plain mapping and update with survey information and proposed culvert increase for STH 89. Review the hydrology conditions that contribute to the model input and compare to our past model input data. Run scenarios to review impacts to different improvement for a proposed channel cross section that has been dredged and with the 48-inch CMP removed and open ditch in Firemans Park.  Update model with field data  Review hydrology  Update model with proposed STH 89 culvert data  Run model to demonstrate conditions associated with dredging in the upper reach of the creek from Fireman’s Park and Hospital and culvert removal  Provide results in tabular and graphical form for scenarios D.
