o Due to the ongoing COVID-19 Pandemic, the City continues to make efforts to minimize risk, including limiting in-
person attendance at meetings. The Tuesday, October 12 special meeting will be held remotely, with only essential
personnel in City Hall. Members of the public wishing to view the meeting can do so on Zoom, on the City of
Columbus Cable Channel 980, City Hall courtyard, or by streaming the meeting live from the Columbus website. We
are working to implement additional technology measures to ensure the public has the opportunity to monitor the
meetings. Citizens wishing to make public comment at the meeting via Zoom, please email Pat Goebel at
pgoebel@columbuswi.us by noon on Tuesday, October 12. In your email, please include your name, address, and the
Zoom profile name or phone number you will be calling from.

DETAILED DESCRIPTION OF SUBJECT MATTER:
The 2020 Census data has been submitted to Counties to review and re-draw, if necessary,
new County Supervisory Districts in the County. Columbia County approved their plan and
it was made available to municipalities in late September for review.
City staff has been working with a GIS analyst from Columbia County to review local ward
boundaries to be sure they are in compliance.
Due to an increase in population in Columbus, ward boundaries required updating, and an
additional ward was added to keep the population as equal as possible within each ward,
aldermanic district, and County supervisory districts.
The City Council must approve and submit the final map and adopted ordinance to the
County Clerk no later than October 18. A special meeting will need to called to formally
adopt the proposed map, and adopt the ordinance.
The City must also complete the same process for the one ward located in Dodge County.
There are no residents living in this ward, and no changes have been made.

COLUMBUS CITY HALL
The Columbus Common Council will meet in the Council Chambers of the Columbus City Hall, 105 N
Dickason Blvd, Columbus WI 53925, or by virtual means at 6:30 pm Tuesday, October 12, 2021 or as soon
thereafter as the Council can convene to consider adopting proposed Ordinance #759-21 and Ordinance
#760-21. The proposed Ordinances establish the new voting wards for the City of Columbus as part of the
2021 redistricting process based on the data of the 2020 census and the County Supervisory Districts
proposed by Columbia & Dodge Counties.
Copies of the proposed Ordinances, along with the proposed District map can be inspected at the following
locations:

An Ordinance to Establish Wards as Part of the Redistricting Process in 2021
For the City of Columbus Located in Columbia County
WHEREAS, it is necessary for the City of Columbus, Columbia County, Wisconsin to identify its wards
as part of the 2021 redistricting process, and
WHEREAS, wards are required to be established by ordinance in accordance with Section 5.15 of the
Wisconsin Statutes.
NOW, THEREFORE, the Common Council of the City of Columbus does hereby ordain as follows:
1. The City of Columbus, Columbia County, Wisconsin shall consist of the following wards:
Ward One – which shall be a portion of Columbus Aldermanic District 1 and Columbia County Supervisory
District #21
Ward Two – which shall be a portion of Columbus Aldermanic District 1 and Columbia County Supervisory
District #21
Ward Three – which shall be a portion of Columbus Aldermanic District 3 and Columbia County Supervisory
District #21
Ward Four – which shall be a portion of Columbus Aldermanic District 3 and Columbia County Supervisory
District #22
Ward Five – which shall be a portion of Columbus Aldermanic District 2 and Columbia County Supervisory
District #22
Ward Six – which shall be a portion of Columbus Aldermanic District 2 and Columbia County Supervisory
District #22
Ward Seven – which shall be a portion of Columbus Aldermanic District 2 and Columbia County Supervisory
District #20
Ward Eight – which shall be a portion of Columbus Aldermanic District 1 and Columbia County Supervisory
District #20
Ward Ten – which shall be a portion of Columbus Aldermanic District 3 and Columbia County Supervisory
District #20
2. The specific boundaries for the above described wards are outlined and identified on the attached map
(Attachment A), which is incorporated and made a part hereof, and that the map is generated using
WISE-LR software in order to incorporate the underlying census block numbers within each ward.
3. For all voting purposes, the above wards will be combined to facilitate the use of one common polling
place, which will be Columbus Senior Center, 125 N. Dickason Blvd, Columbus, Wisconsin.
4. The municipal clerk shall send a copy of the adopted Ordinance and ward plan to the County Clerk
within 5 days after adoption and no later than October 18, 2021

An Ordinance to Establish Wards as Part of the Redistricting Process in 2021
for the City of Columbus Located in Dodge County
