Roll Call: Mayor Arnold called the meeting to order at 6:30 pm. Present: Mayor Arnold, Council President Gray, Alders: Albright, Motiff, Reid, Roelke (Zoom), Steiner; Staff: City Administrator Ellefson, City Clerk Goebel, City Attorney Johnson, City Engineer Lietha, Bledsoe, Weiner, Hazeltine, interested citizens. 2. Pledge of Allegiance: Mayor Arnold led the Pledge of Allegiance. 3. Notice of Open Meeting: Noted as posted. 4. Approve Agenda: Motion by Motiff, second by Steiner to approve the agenda. Carried voice vote. 5. Correspondence & Communications: Jeff Krakow spoke to the Street Closing Request and Project Purple Heart. Asking the close the 100 block of S Dickason Blvd for a ceremony honoring recipients of the purple heart. The event will begin at dusk and move across the United States at dusk for the ceremony. It is believed Columbus is the only city in Wisconsin to hold the ceremony. Consent Agenda: Motion by Gray, second by Roelke to approve the consent agenda. Carried voice vote. 1. Council & Committee of the Whole Minutes – 10/4/22, Approve Operator Licenses for Licensing Period 7/1/22 – 6/30/24: Maria Wedig, Approve Mayoral Appointment of Justine Klomberg to he Recreation Board, Alder Motiff to Columbus Utilities, Street Closing Request – Project Purple Heart, 100 block S Dickason Blvd New Business 1. Consider & take action on Updated Fee Schedule: Motion by Gray, second by Steiner to approve the updated fee schedule. Carried voice vote. 2. Consider & take action on 911 Joint Powers Agreement – Dodge County: Motion by Reid, second by Albright to approve the 911 Joint Powers Agreement with Dodge County for 2023. Carried voice vote. 3. Consider & take action on Dodge County Humane Society Animal Contract 2023: Motion by Steiner, second by Motiff to approve the Dodge County Humane Society Animal Contract for 2023 at $1500 for up to 5 domestic animals and the humane society must have approval before accepting animals. Roll call vote unanimous. 4. Discussion/Approval of 2023 budget for publishing: This item only approves the publication notice for the budge, it does not approve the budget. The publication is required at least 15 days prior to approval. Motion by Roelke, second by Gray to approve the publication. Carried voice vote. 5. Consider & take action on claims in the amount of $ 142,144.57: Motion by Motiff, second by Albright to approve claims. Roll call vote unanimous. 6. Report of City Officers – City Administrator: Thank you to those who attend the budget workshop on October 11; Fuller Street culvert is nearly complete – asphalt and turf will be finished next week and hope to open the road completely by October 31; honored to host Project Purple Heart on November 11 at twilight, a ceremony that will begin in Philadelphia at twilight and move across the country to honor all recipients of the purple heart. Hope to have the Honor Guard perform as well as the high school band; DPW has started leaf collection, the map is on the city website; also winterizing the bathrooms in the park so they will be closed for the winter; received a BIL grant in the amount of $500,000 and will help pave Tower Drive in 2024 or 2025, the grant is a 80/20 split Mayor: starting to appoint members to the Beautification Advisory Board, please submit your applications on the Mayor's page on the city website; lots of Halloween events going on around the City, check the Recreation web page for events; attended Cardinal Lanes ribbon cutting on Sunday; free conference regarding lewy-body ….. Kestrel Ridge on November 10; Mark Croft will be performing at the Senior Center on 10/21, public welcome; November 8 is election day. 7. Discussion and recommendation - Joint Municipal Court Update and Documents: Consensus to move forward to re-join the Eastern Columbia Joint Municipal Court (ECCJMC). 8. Discussion and recommendation - Special Charge for Garbage & Recycling: Approval for an increase to the special charge for garbage & recycling is required by Council. As part of that process, the City’s policy is to assess certain costs to the property owners benefiting from the project. The first step in this process is to direct the City Engineer to prepare preliminary plans and specifications, and to develop a schedule of proposed assessments for all properties within the assessment district. LIST ALL SUPPORTING DOCUMENTATION ATTACHED:  Resolution Declaring Intent to Levy Special Assessments Under Municipal Police Powers Pursuant to Section 66.0703, Stats ACTION REQUESTED OF COUNCIL: Approve the Preliminary Resolution as presented  21-22 Resolution #__________ PRELIMINARY RESOLUTION DECLARING INTENT TO LEVY SPECIAL ASSESSMENTS UNDER MUNICIPAL POLICE POWERS PURSUANT TO SECTION 66.0703, STATS. The City of Columbus, Columbia County, Wisconsin, by its Common Council, hereby resolves as follows: 1. The City of Columbus Common Council hereby declares its intention to exercise its police power under Section 66.0703, Stats., to levy special assessments upon property in the Assessment District hereafter described, for benefits conferred upon such properties by reason of the following public work and improvements: Street replacement, utility improvements, installation of curb and gutter, driveway aprons, driveway sidewalks, stormwater improvements, removal and replacement of existing sidewalks, installation of new sidewalks, and restoration. 2. The Properties to be assessed lie within the following described Assessment District, all lying within the City of Columbus, Columbia County, Wisconsin: a. the Lots abutting both sides of Folsom St., between Farnham Street and Waterloo Street, including the Waterloo Street intersection. 3. The total amount assessed against the properties in the described Assessment District shall not exceed 100% of the administrative expenses and total costs of the improvements. 4. The Common Council determines that the improvements constitute an exercise of the police power for the health, safety and general welfare of the municipality and its inhabitants. 5. The Municipal Engineer, Ruekert & Mielke Inc. shall prepare a report which shall consist of: a. Preliminary Plans and specifications for the improvements; and b. Schedule of proposed assessments for all properties within the Assessment District. 6. When the report is completed, the Municipal Engineer shall file a copy of the report with the Municipal Clerk for public inspection. 7. All interested persons and owners of the property affected by this special assessment shall be provided with the notice and hearing requirements as set forth in sec. 66.0703(7)(a) Stats. 8. The assessment against any parcel may be paid in cash or in annual installments, the number of which shall be determined at the public hearing on the proposed assessments. The City also operates the Landscape Recycling Center for residents. Both of these expenses are covered by Budget Fund 230, Solid Waste & Recycling. Previous budgeting practice established a special charge to these residential properties ($184 annually beginning in 2021), which is collected on the property tax bill, and is used to pay the contract fees and operating expenses. Additionally, it has been customary to set a fee slightly higher than needed for actual costs, with a goal of maintaining a buffer of approximately one-month’s contract cost. In the 2023 budget, with increasing contract costs, the existing rate will not support the collection fees and operating expenses, requiring an increase to cover those expenses. Recommended Option Total Revenue $368,600 Per Residence $194 Charge Rate of Increase 5.4% ($10 annual, over 2022 ~$0.19/week) Excess $316 anticipated Considerations Charge is not likely to cover costs of the next contract, as this is the final year of this contract. ACTION REQUESTED OF COUNCIL:  Staff request the following motion: To set the annual special charge for garbage and recycling collection at $194 per dwelling.
