pantry will be accepted Mayor: HS football team won state championship game; honored Randy Koehn and
Craig Dykstra for their years of service to the Fire Dept; there is an opening on the Tourism Commission;

6. Discuss Carryover of Salaried Flex Time: Flex time as no cash value, there is no pay-out and will
remain capped at 40 hours. Request the resent does not happen on December 31, but carried over.

7. Discuss Changes to Utility Superintendent Title Recommended by Columbus Utility
Commission: Request the title be changed from Utility Superintendent to Utilities Director as it
matches will all other city department titles, designating as the head of a department. There are
several ordinances that would have to be updated to reflect this change. Forward to 12/20 Regular
meeting.
8. Discuss Pool Rates for 2023: Discussion to raise rates or make adjustments to activities offered.
Consensus to increase non-resident passes and memberships, swim team & swim lessons.

9. Convene to closed session per § 19.85(1)(c) to consider employment, promotion,

DETAILED DESCRIPTION OF SUBJECT MATTER:
The City Council made an exception to the Personnel in order to allow salaried staff to carry
flex hours forward from 2021 into 2022, although the existing manual indicates, “All flex time
must be used prior to December 31st within the year of which it was earned. Flex time will
not be paid out and has no cash value.” The personnel manual revision continues the use
of flex hours, but does not require them to lapse at the end of the year since they have no
cash value, and cannot be paid out.
Staff request the City Council disregard the flex time reset that occurs after December 31,
allowing flex time balances to be carried forward into 2023. All other elements of flex time
would remain in effect, so the flex time hours would remain capped at a 40 hour maximum,
they can only be taken at the mutual convenience of the employee and employer, they
cannot be paid out, and have no cash value.
The current revision of the personnel manual does not have a reset provision for flex time,
so once ready for final approval, this annual action will not be necessary.

ITEM:_Utility Commission Recommendations re: Utility Superintendent
Title and Changes_
DETAILED DESCRIPTION OF SUBJECT MATTER:
On Thursday, November 30, 2022, the Columbus Utility Commission met to
discuss the status of the Utility Superintendent recruitment. At the conclusion
of the most recent recruitment, the pool of applicants was insufficient. After
reviewing recommendations from the WPPI Energy Consultants that have
been working with the Utility, the Commission is suggesting changes that will
require the City Council’s support and action.
Jeff Feldt, a long-time utility executive, evaluated the situation on behalf of
WPPI, and supported a, “Change to title of the position from Superintendent to
Utilities Director. This updates it to a more professional title commensurate to
the duties of the position as well as aligns with respect to other City
department head titles.” Feldt also suggested a change in the salary range,
which the Utility Commission has incorporated into their recruitment plans.
In order the change the title of the Utility Superintendent to Utility Director, the
City Council will need to approve several Title changes to the Ordinance.

The Common Council of the City of Columbus, Columbia County, Wisconsin, does

circumstances is held invalid, the validity of this Ordinance as a whole or any other
provision herein or its application shall not be affected.
5. Effective Date. This Ordinance shall take effect immediately upon its passage and
publication or posting, as required by law.

scale of $8.50 for ACS and $10.00 for Guards, closing at 8pm can create an average daily staff
savings around $35-40; $245- $280 weekly.
Potential to save up to $3300 in employee wages, based on opening 12 weeks
Closing earlier, helps allow CAAC management to follow Labor laws. Many employees at the
aquatic center are in college/ high school. Most employees fall in the 14 & 15-year-old age
range and cleaning duties are not completed by this age group of ACS employees because they
need to leave by 9pm due to Labor Laws.
