Police Chief Weiner stated with the two new officers, the department would be fully staffed for the first time since 2017. 6. Report of City Officers – City Administrator: Happy New Year; CDBG project is coming to a close; 2023 projects are getting underway as the Folsom Street reconstruction has been sent to bid; Congratulations to Chief Wiener for a fully staffed department in 5 years! Mayor: Thank you to DPW for keeping the streets clear over the holidays and to CWL for restoring power so quickly; Holiday Train was a nice event, thank you to Kyle Ellefson and daughter Lauren for filling in; 732 pounds of food was collected as well as $365 donated; Library continues their programs and a reminder the Senior Center has been renamed to the Columbus Community Center. 8. Discuss Columbia County Solid Waste contract: Columbia County has requested the City enter into a longer-term contract, as a local hauler, the pricing would be more competitive. The County would need to know within the next month or so. Consensus from Council to contact other haulers for their pricing. Return to 1/17/23 COW. 7. Resolution to appoint tabulators: Resolution to allow the Clerk to appoint tabulators to help count ballots during busy elections. Forward to 1/17/23 Regular meeting. 8. Submitted by: Pat Goebel, City Clerk  RESOLUTION NO. 1-23 ___________ A RESOLUTION TO AUTHORIZE THE CITY CLERK TO SELECT AND EMPLOY TABULATORS FOR ELECTIONS WHEREAS, Section 7.30(3) of the Wisconsin Statutes allows the Common Council to authorize the City Clerk to select and employ tabulators for any election, NOW, THEREFORE, the City of Columbus Common Council does hereby resolve as follows: 1. The City Clerk is authorized to select and employ tabulators to assist the election inspectors after the polls have closed following an election. 2. The tabulators shall assist and be under the direction of the election inspectors. 3. This authorization applies to all elections until the authorization is modified or revoked. Bledsoe, Planning Director DETAILED DESCRIPTION OF SUBJECT MATTER: Recently several Conditional Use Permits (CUPs) have been issued with a condition that requires them to come back to the Plan Commission within 1 year of receiving final City Council approval for a review. While that condition is acceptable, the Ordinance does not have a process or procedure in place for such a periodic review. Absent additional language, applicants would need to go through a full Conditional Use process each year or each time they need to have their CUP reviewed. The attached Ordinance establishes a process for these required reviews or renewals that will allow the Plan Commission to review these with or without a new public hearing, and will allow the Plan Commission to recommend modifications to the CUP for City Council approval. If adopted, staff will propose a fee for this type of application during the fee schedule review. LIST ALL SUPPORTING DOCUMENTATION ATTACHED: • Conditional Use Permit Renewal Ordinance ACTION REQUESTED OF COUNCIL: Approve Ordinance per recommendation of staff and Plan Commission.  CITY OF COLUMBUS 781-23 ORDINANCE NO. ______________ AN ORDINANCE TO CREATE SECTION 114-28(3) OF THE CITY CODE OF ORDINANCES CONCERNING RENEWAL OF CONDITIONAL USE PERMITS The Common Council of the City of Columbus, Columbia County, Wisconsin, does ordain as follows: 1. Section 114-28(3) is created to now read as follows: (3) Renewal of Conditional Use Permits. If the Common Council provides that a Conditional Use Permit shall expire on a date certain, instead of requiring the permit holder to comply with the full Conditional Use Permit application process again, if the permit holder desires to renew the permit with no changes to the original permit, the permit holder may apply to the Plan Commission for a review of the existing Conditional Use Permit. The permit holder shall apply for a renewal of the existing permit at least 60 days prior to the scheduled expiration of the original permit. The Plan Commission may, but is not required to, schedule a public hearing pursuant to section 114-28(2) of the City Code on the request for renewal. The City Clerk is required to provide notice of the request for renewal to abutting landowners pursuant to section 114-28(2) of the City Code. If the Plan Commission determines that the Conditional Use Permit may be renewed without modification, the Plan Commission may renew the Conditional Use Permit for a period as determined by the Plan Commission. If the Plan Commission determines that the Conditional Use Permit should not be renewed without modification, the Plan Commission shall require the permit holder to apply for a new Conditional Use Permit pursuant to Division 3 of Chapter 114 of the City Code. The Common Council may establish a fee for the renewal of a Conditional Use Permit by resolution. 2. Severability. If any portion of this Ordinance or its application on any person or circumstances is held invalid, the validity of this Ordinance as a whole or any other provision herein or its application shall not be affected. 3. Effective Date. This Ordinance shall take effect immediately upon its passage and publication or posting, as required by law. Adopted this ____ day of _______________, 2023.
