REGULAR MEETING MINUTES
MONDAY, APRIL 3, 2023 – 6:30 PM
1. Roll call: Mayor Arnold called the meeting to order at 6:30 pm. Present: Mayor Arnold, Council President
Gray; Alders: Albright, Motiff, Reid, Roelke, Steiner; Staff: Ellefson, Goebel, Weiner, Atty Johnson, Meyers,
City Eng Lietha, Larson, Bledsoe; interested citizens.
2. Pledge of Allegiance: Mayor Arnold led the Pledge of Allegiance.
3. Notice of Open Meeting: Noted as posted.
4. Approve Agenda: Motion by Gray, second by Steiner to approve the agenda. Carried voice vote.
5. Correspondence & Communications: Mark Rhode, 743 W School St commented on noxious weeds on
Tower Drive property; Kelly Crombie, 641 N Ludington St, Thanked Mayor Arnold & Alder Albright for their
service; Ron Curtis, 100 Brookside Lane, commented on stormwater projects; Max Chu, 321 Fairway Dr
commented on stormwater projects.
Consent Agenda: Motion by Motiff, second by Roelke to approve consent agenda. Carried voice vote. Council
& Committee of the Whole Minutes – 3/21/23, Approve Operator Licenses for 2022-2024 Licensing Period:
Charley Bohn, Nicole Bohn, Susan Schoenbeck; Street Closing & Fireman's Park – Run/Walk – Columbus
School District – May 3, 2023
New Business
1. Consider & take action on ratifying Loan Committee revisions to City Loan Manual: Motion by Gray,
second by Motiff to table this agenda item to April 18 meeting. Carried voice vote.
2. Consider & take action on SMFA for Tower Drive: Motion by Gray, second by Roelke to approve the SMFA
for Tower Drive. Carried voice vote.
3. Consider & take action on City Hall Roofing proposal: Motion by Steiner, second by Motiff to approve the
City Hall Roofing proposal in the amount of $116,350. Roll call vote unanimous.
4. Consider & take action concerning Ordinance #783-23 "An Ordinance To Repeal and Recreate Section
98-317(a) of the City of Columbus Code of Ordinances Concerning All-Terrain Vehicles and Utility-
Terrain Vehicles”
a. Motion to suspend the rules: Motion by Gray, second by Albright to suspend the rules for
Ordinance #783-23. Carried voice vote.
b. Motion to waive reading of the ordinance as required by ordinance: Motion by Motiff, second
by Albright to waive the required readings for Ordinance #783-23. Carried voice vote.
c. Motion to adopt Ordinance #783-23: Motion by Roelke, second by Gray to adopt Ordinance #783-
23. Carried voice vote.
5. Consider & take action on Amendment to City Administrator Contract Language: Motion by Motiff,
second by Gray to approve the amendment to the City Administrator contract language. Carried voice vote.
6. Consider & take action on City Property RFP discussion: Motion by Gray, second by Steiner to approve
the RFP's for city properties: Tower Dr, 1400 Park Ave, 1149 W James. Carried voice vote; Reid voting No.
7. Consider & take action on claims in the amount of $ 650,473.09: Motion by Roelke, second by Albright to
approve claims in the amount of $650,473.09. Roll call vote unanimous.
8. Report of City Officers – City Administrator: Folsom Street reconstruction work is going well, ran into some
rock but still within the budget, sanitary sewer is finished; watching water levels with all of the rain; with the
potential of severe weather, the 161 Building will be open as a shelter; Election Day is tomorrow – polls are
open 7:00 am to 8:00 pm, prepare for weather if standing outside. Mayor: Election Day tomorrow, please
dress for the weather; Easter Egg hunt is 4/8; last night to preside over the Council meeting – thank you to all
City staff and to Shelly Albright for her service.
9. Adjourn: Motion by Motiff, second by Gray to adjourn at 7:15 pm. Carried voice vote.
