Report of City Officers – Interim City Administrator: Would like to thank the Mayor and Council for the opportunity to serve the City of Columbus. Mayor: Mayor Hammer and Alder Finkler attended the Government 101 presented by the League of Municipalities. Would like to recognize the passing of 2 of our dedicated firefighters recently – Earl Steinhorst and Fred Dartt. Thank you to the crossing guards for keeping our kids safe during the school year. 7. Report of City Officers – City Administrator: Folsom Street update: driveway aprons were all poured, fine grating anticipated later this week, hopefully paving might be next week. Restoration letters going out soon, trees should be coming soon as well. County Avalon project potentially finishing up by next month. Seasonal positions are filling up. Mayor: Redbud Days Saturday, May 20. This year 5 boys & 3 girls registered for Redbud Prince & Princess. Mayor asks for citizens' patience with city staff while filling open positions. 15. Citizen Comments: Paula Steiner presented fundraising idea for the Beautification committee. 5. Department Reports: Placed on file: DPW, Fire, Library, Police, Treasurer, WWTP 6. Discuss parking request from property owner of 300 N. Dickason Blvd: Property owner requesting more parking stalls, including 1 handicap stall in front of property. Concerns regarding truck traffic, safety concerns. Table for further information. 7. CHLPC Ordinance Discussion: CHLPC presented a proposed a red-lined version of the historic preservation ordinance written with the help of Jason Tish from the State Historic Preservation Office. Alder Motiff voiced concerns allowing non-residents on commission, and this ordinance should have started with the Plan Commission. Gray states it is common to have non- citizens on commissions. City Administrator voiced issues regarding zoning/planning codes and members on these boards are residents. Motiff has concerns regarding property owner’s rights with the historic designation. Tish stated the ordinance needs specific standards to participate in the CLG program. Henry Elling spoke stating ordinance is regulatory and procedures would keep residents notified. The City Council would have the final say on the designation. Forward to Ordinance Ad-hoc committee to be reviewed by Council in 2 months. 8. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public properties, the investment of public funds, or conducting other public business, whenever competitive or bargaining reasons require a closed session, specifically to discuss potential developments in the City of Columbus, specifically 152-160 N. I have not heard from, or received payment from Tea Time. LIST ALL SUPPORTING DOCUMENTATION ATTACHED: ACTION REQUESTED OF COUNCIL: Make recommendation to staff regarding the application. Sec. 6-39. License restrictions. (a) Violators of liquor or beer laws or ordinances. No initial or renewal license shall be issued to any person who has been convicted of a violation of any federal or state liquor or fermented malt beverage law or the provisions of this article or whose license has been revoked under Wis. Stats. § 125.12 during one year prior to such application. A conviction of a member of a partnership or the partnership itself shall make the partnership or any member thereof ineligible for such license for one year. (b) Health and sanitation requirements. No initial or renewal license shall be issued for any premises that does not conform to the sanitary, safety and health requirements of the state department of professional services pertaining to buildings and plumbing, to the rules and regulations of the state department of health services applicable to restaurants and to all such ordinances and regulations adopted by the city council. (c) Delinquent taxes, assessments and claims. No initial or renewal license shall be issued for any premises for which taxes, assessments or other claims of the city are delinquent and unpaid, or to any person delinquent in payment of such claims, including unpaid forfeiture judgments, to the city. (d) Conditions for "class B" license. No initial or renewal retail "class B" or reserve "class B" license shall be issued unless the premises to be licensed conforms to the sanitary, safety and health requirements of the state building code, the state plumbing code, and the rules and regulations of the state department of health services applicable to restaurants as contemplated in Wis. Stats. § 125.68(5), and also conforms to all ordinances and regulations adopted by the city. (e) Issuance for sales in dwellings prohibited. No initial or renewal license shall be issued to any person for the purpose of possessing, selling or offering for sale any alcoholic beverages in any dwelling house, flat or residential apartment.
