ITEM: Request of Lyco Manufacturing for waiver of requirement for commercial
driveways to allow a third driveway

DETAILED DESCRIPTION OF SUBJECT MATTER:
Lyco Manufacturing, located at 115 Commercial Drive, has been working with City Staff
on a 12,000 square foot expansion project. As part of the project, they are requesting a
third driveway. Section 86-191 (c)(1) states “There shall be no more than two driveways
per commercial or industrial lot per street frontage…”. Then there is section 86-
191(d)(2) which allows Exceptions to requirements which states “The common
council may waive the requirements for commercial and industrial driveways if the
applicant submits an engineered alternative plan that will effectively permit ingress and
egress with a minimum hazard or congestion to pedestrian and vehicle traffic both on
and off the street”.
City Staff has had productive meetings with the applicant and plans are progressing
nicely, however, Staff feels like it is an important step for Council to either approve or
deny the waiver first, so that Staff and the applicants can finish out the rest of the
planning and permitting process. If the waiver is granted, then the rest of the process
would be business as usual.
City Engineer Jason Lietha, and a representative from Lyco will attend the meeting to
discuss the plans and answer any questions the Council may have.
ACTION REQUESTED OF COUNCIL:
Review and discuss whether or not to provide an exception and allow a third
commercial driveway.

In accordance with Preliminary Resolution No. 21-22 of The Common Council of the City of
Columbus, dated November 15, 2022, this report presents the final construction quantities and
estimated costs associated with the 2023 Folsom Street and Utility Improvements in accordance
with the approved plans and specifications and a schedule of the proposed assessments.
The assessable work includes:
• Full cost of curb and gutter, regardless of style or type (not including intersections).
• Full cost for concrete driveway aprons.
• Full cost for sidewalk through driveways (6” thick).
• 25% of the cost for the public sidewalk removal and replacement in the terrace (not
including public sidewalk ramps, carriage walks, or sidewalk through driveways).
• 15% of the cost of storm sewer within the right-of-way, with 85% of the cost to the City and
15% of the cost to the property owner.

EXPLANATION OF ASSESSABLE COSTS
1. New Concrete Sidewalk
The assessable cost is based on the area of sidewalk to be installed for each parcel and does not include intersections. 100% of the cost of sidewalk
through the driveway is assessed to the respective property owner, and 25% of sidewalk in the terrace areas. This project will be receiving sidewalk on
the south east side (one side) only so costs for that sidewalk and property owners on both sides of the street are determined to benefit from the sidewalk.
As a result the sidewalk cost will be shared 25% by property owners for both sides of the street and 50% by the City.
2. 6 - Inch Concrete Driveway Approach
The assessable cost is based on the area of new concrete driveway approach for each parcel.
3. 30-Inch Concrete Curb and Gutter
The assessable cost is based on the length of new curb and gutter along the frontage of each parcel and does not include intersections. The quantity of
30-Inch Concrete Curb and Gutter per parcel is calculated in attached table.
4. 12-Inch RCP CL V Storm Sewer w/Granular Backfill
The assessable cost for this item is based on the lot frontage of each lot which contributes and benefits to a specific storm sewer system. The cost is
asssessed on a percentage basis of total lot frontage for each system. Storm sewer systems and their respective contributing parcels are depicted on the
attached exhibits in Appendix E. Overall system costs are listed in attached tables.
5. 15-Inch RCP CL IV Storm Sewer w/Granular Backfill
The assessable cost for this item is based on the lot frontage of each lot which contributes and benefits to a specific storm sewer system. The cost is

DETAILED DESCRIPTION OF SUBJECT MATTER:
Over time, different methods have been used to compile and present the Annual
Budget. It is critical for staff and members of the City Council to understand how the
budget will be constructed, as well as the timeframe over which it will be completed.
The City Administrator’s Position Description instructs to “Direct the preparation of the
annual city budget and Capital Improvement Plan in accordance with guidelines as
may be provided by the city council, and pursuant to the state statutes, for review and
approval by the mayor and the council.” Ordinance 2-220(b)(3) also directs to
“develop, in coordination with department heads, a proposed yearly operating budget
for submittal to the mayor and common council.”
In response to feedback from a couple Alders, staff included two additional dates for
budget meetings or listening sessions which were not included in the previous two
budget seasons, but was added for the 2023 process. These additional budget
meeting/information dates increased the number of meetings where we address the
budget from the typical 6 meeting format to a total of 8 meetings. In 2023, nobody
attended the first additional meeting, and Council made the decision to not hold the
other additional meeting. I am including both additional meetings again for 2024, but
will leave it up to Council if those additional meetings are necessary.
• July 11, 2023 – City Council Approves the 2024 Budget Procedure and
Timeline
• July 25, 2023 – City Council provides feedback to Administrator
regarding budget goals and priorities
• August 22, 2023 – Department Head’s Requested Budgets due to
Administrator
• September 19, 2023 –Administrator presents Draft Budget for discussion with
Mayor and Council
• October 3, 2023 –Administrator’s Proposed Budget is presented to Mayor and
Council
• October 10, 2023 – Special COW budget work session and public information
session (**New session not previously part of process)
• October 17, 2023 – City Council and Mayor consider the Proposed 2024
Budget, incorporate any changes, and approve for publishing (Must be
published at least 15 days ahead of Public Hearing on Budget)
• October 24, 2023 – Listening session for proposed 2024 budget (**New
session not previously part of process) ***Update: This session will be
optional based on feedback and results from other budget
meetings/sessions.
• November 7, 2023 – Public Budget Hearing is held and Council Considers
2024 Budget Approval
• November 24, 2023 – Special Meeting Back-up date to incorporate any
changes after Public Budget hearing on 11/7/23, and present 2024 budget for
