COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE - MINUTES THURSDAY, JANUARY 3, 2019 – FOLLOWING REGULAR MEETING COLUMBUS CITY HALL 1. Roll Call: Present: Council President Traxler, alders Clark, Hendrickson, Reid, Theilen, Thom; City Administrator Vander Sanden, City Attorney Johnson, Interim Clerk Goebel, interested citizens and the media. 2. Notice of Open Meeting: Noted. 3. Approve Agenda: Motion by Hendrickson, second by Theilen to approve. Carried voice vote. 4. Citizens Comments on agenda items: J.D. Milburn thanked the many departments, individuals, business who helped make the Holiday Train evening a success. 5. Department Reports: Lifestar Report – November 2018, Senior Center Report – November 2018, Police Report – November 2018, Fire Dept – November 2018 6. Board/Committees/Commissions Reports: Senior Center – 11/01/18, Cable Commission – 10/3/18, CWL – 11/08/18 7. Review & Consider Bids and Recommendation for the WWTP Sludge Holding Tank Aeration Blower Replacement: J.F. Ahern apparent low bidder with $98,400. Forward to Regular Council January 18, 2019. 8. Update on Hall Road Project Closeout and Change Order: additional striping and restoration required in the amount of $25,560.47. Forward to Regular Council January 18, 2019. 9. Update on Downtown Beautification Task Force: Donation received for banners. Task Force offering art contest for the banners – request to approve contest; request to re-instate Beautification Committee for fund-raising. Forward contest request to Regular Council January 18, 2019. 10. Review of Signage around Columbus Elementary and Middle Schools: request by school district to review parking signage at the elementary and middle schools. Return to Committee of the Whole January 18, 2019. 11. Resolution 26-18: Creating the Municipal Court Fund: create separate fund for Municipal Court monies. Forward to Regular Council January 18, 2019. 12. Resolution 27-18: APC Sewer Utility Abandonment: sewer line ran under American Packaging plant is no longer functional after the W James Street reconstruction. Request to abandon. Forward to Regular Council January 18, 2019. 13. Review and Consider agreement with Summit Court for snow plowing operations: Agreement has been in place for several years. Forward to Regular Council January 18, 2019. 14. Municipal Court Update: an ad hoc committee should be appointed to review start up process for Municipal Court, which starts May 1. Appointments to be made at Regular Council January 18, 2019. 15. Review of Job Description – Media Specialist: discussion and forward to Regular Council January 18, 2019. 16. Convene to closed session pursuant to §19.85(1)(g) conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved: Motion by Hendrickson, second by Thom to adjourn to closed session at 7:42 pm. Roll call vote unanimous. Motion by Clark, second by Reid to reconvene to open session at 7:55 pm. 17. Convene to closed session pursuant to §19.85(1)(c) considering employment, promotion, compensation or performance evaluation data for any public employee over which the governmental body has jurisdiction or exercises responsibility; §19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session; and §19.85(1)(f) Considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. (discussion of DPW Director employment matters, DPW employee performance matters, possible DPW transition plan affecting a specific employee or employees, and DPW Director agreement). Motion by Hendrickson, second by Thom to convene to closed session at 7:56 pm. Roll call vote unanimous. 18. Convene to open session to take action regarding matters discussed in this closed session. Motion by Clark, second by Theilen to reconvene to open session at 8:37 pm. 19. Convene to closed session pursuant to §19.85(1)(g) conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. Roll call vote unanimous. Motion by Clark, second by Hendrickson to reconvene to open session at 9:37 pm. Roll call vote unanimous. 21.
