COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE - MINUTES
TUESDAY, JANUARY 15, 2019 – FOLLOWING REGULAR MEETING
COLUMBUS CITY HALL
1. Roll Call: Present: Council President Traxler, alders Clark, Hendrickson, Reid, Theilen, Thom; City
Administrator Vander Sanden, City Attorney Johnson, Interim Clerk Goebel, interested citizens and
the media.
2. Notice of Open Meeting: Noted.
3. Approve Agenda: Motion by Hendrickson, second by Theilen to approve.
4. Citizens Comments on agenda items: None.
5. Department Reports: placed on file: Fire Department, Treasurer’s Report, Police Department,
Senior Center
6. Presentation on Columbus Community Hospital Tax-Exempt Bond Financing for 2019 Facility
Project: approved to move forward with initial resolution.
7. Review and Discuss an addition to Task Order for Water Quality & Phosphorus Abatement:
change to add Farmer to Task Order, total in the amount of $12,500. Forward to Regular Council
February 5, 2019.
8. Review and Discuss Task Order related to Industrial Discharges into the Wastewater
Treatment Facility: set up program to include evaluating current toxic substances, create permit
process, ordinance change, in the amount of $24,529. Cost from 2019 Sewer Budget. Forward to
Regular Council February 5, 2019.
9. Further discussion of signage and safety changes around the Columbus Elementary and
Middle Schools: review sign changes/updates to parking around elementary and middle schools.
Atty Johnson recommended removing references in ordinance and set code by the signs. Return to
Committee of Whole February 5, 2019.
10. Presentation from HLPC on recent donation to address maintenance issues at the Fireman’s
Park Pavilion: HLPC received donation from Merle Guenther Foundation for projects at the pavilion.
First project to refinish hardwood floors. Forward to Regular Council February 5, 2019.
11. Review and discuss ordinances related to the Zoning Administrator and the permit approval
process: review process for the Zoning Administrator; change to an appointed position, appoint
Planning & Development Director as Zoning Administrator and review the process and fees for
permits and applications. Return to future Committee of the Whole.
12. Discuss formalization of citywide beautification committee: further discussion regarding creating
a commission, decide funding, formalize scope. Return to future Committee of the
Whole. Remove reference 106.35 from ordinances and start over. Forward ordinance change to
Regular Council February 5, 2019.
13. Discuss Deputy Treasurer retirement and plan moving forward: agree to change to full-time
position. Request report on staff structure at City Hall. Return to Committee of Whole.
14. Consider and discuss driveway waivers for properties along James Street post construction:
It was determined several driveways along W James construction were found to be out-of-compliance
with City ordinance. Waivers would acknowledge this and any changes would require compliance.
Forward to Regular Council February 5, 2019.
15. Continued Discussion and Review of Slow Moving Vehicle Regulations – proposed Ordinance:
discussion continued on proposed ordinance and where golf carts would be allowed. Return to
Committee of Whole for further review.
16. Discuss options to fill vacant District 1 Aldermanic Seat: Will wait until after Spring Election to
make decision.
17. Adjourn: Motion by Theilen, second by Clark to adjourn at 8:57 pm.
