COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES TUESDAY, FEBRUARY 5, 2019 – FOLLOWING REGULAR MEETING COLUMBUS CITY HALL 1. Roll Call: Present: Mayor Thom, Council President Traxler, alders Clark, Reid, Theilen; City Administrator Vander Sanden, City Attorney Johnson, City Clerk Goebel, interested citizens and the media. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Thom, second by Theilen to approve with changes: table items 11, 12, 21. Carried voice vote. 4. Citizens Comments on agenda items: None. 5. Department Reports: Lifestar December 2018 6. Committee Minutes: Library Board – 01/15/19, CWL – 12/11/18, PFC – 12/12/18 7. Class B Liquor & Fermented Malt Beverage License for Kestrel Golf Properties LLC, 900 Avalon Road: Jessica & John Blaska were present to answer questions regarding their application for liquor license. They indicated personal property taxes, utilities, and outstanding revolving loan fund balance would be paid at closing, set for February 21; and repairs required from inspections would be taken care of as well. Council asked the description include the upstairs and downstairs of the building. City Attorney Johnson felt it appropriate to move forward to February 19 Council with the above conditions, fees paid, update to description, and Kestrel Ridge’s license be surrendered. Forward to February 19 Regular meeting. 8. Review potential donation by Columbus High School Baseball for a fence at the Fireman’s Park ball diamond: Forward to February 19 Regular meeting. 9. Review and Consider Task Order 2019-02: Columbus Street Maintenance 2019: updated to street ratings, work with DPW with County road aids; amount of $ 15,819.00. Forward to February 19 Regular meeting. 10. Review bids for the and award recommendation for the 2019 WWTP Solids Building HVAC Project: Bids came in higher than the engineer’s estimate but recommendation is to 1901 Inc in the amount of $413,478.00. Forward to February 19 Regular meeting. 11. Resolution #1-19 2018 Budget Amendment: Tabled 12. Resolution #2-19: Partial Redemption of GO Bonds: Tabled 13. Columbia County Haz-Mat 2019 Agreement Renewal: Forward to February 19 Regular meeting. 14. Consider formal approval to the placement of a “No Parking – School Days 7:30AM-8:30AM” for the front of the Elementary School: Motion by Clark, second by Thom to approve changes. Carried voice vote. 15. Consider formal approval to the placement of a “No Parking – School Days 7:30AM-8:30AM” for the front of the Middle School: Motion by Thom, second by Theilen to approve changes. Carried voice vote. 16. Consider formal approval of the placement of signage to allow Parking on W. School Street for school district office use only. Signs would say “School District Office Parking Only – 8AM-3PM, Monday-Friday” (4 spaces): Tabled. 17. Consider formal approval to the change of signage along the north side of W. School St opposite the Middle with new signs to state, “No Stopping, Standing or Parking at Any Time”: Tabled. 18. Consider formal approval to the removal of “No Right Turn” sign on Dickason Blvd, at Richmond St: Motion by Theilen, second by Thom to approve changes. Carried voice vote. 19. Review & Consider Proposed Ordinance to determine process to manage traffic regulations in the City of Columbus: discussed several changes to proposed ordinance. Return to February 19 Committee of Whole meeting. 20. Review the naming of the alley in the Woods subdivision: Name the alley Woods Lane. Forward to February 19 Regular meeting. Discuss structure of City Hall staff and positions: Tabled. 21. Review Job Description for Director of Public Works: remove WWTP and Recreation from the DPW Director’s description with the exception of coordinating of equipment. Forward to February 19 Regular meeting. 22. Review downtown crosswalk safety, 4 corners: discussion of changing the timing of the lights for pedestrian crossing so they are visible when vehicles enter intersection. Cost would be under $500. Council requested quote and see if DOT would pay for it. Forward to February 19 Regular meeting. 23. Adjourn: Motion by Theilen, second by Clark to adjourn at 8:27 pm. Carried voice vote.
