COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES TUESDAY, MARCH 5, 2019 – FOLLOWING REGULAR MEETING COLUMBUS CITY HALL 1. Roll Call: Present were President Traxler, Alders Hendrickson, Reid, Theilen, Thom; City Administrator Vander Sanden, City Attorney Johnson, City Clerk Goebel; interested citizens and the media. Excused: Clark 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Hendrickson, second by Theilen to approve. Carried voice vote. 4. Citizens Comments on agenda items: None. 5. Department Reports: Lifestar – January 2019 placed on file. 6. Committee Minutes: PFC – 01/29/19; HLPC – 02/13/19; Tourism – 01/28/19; Plan Commission – 01/17/19 placed on file. 7. Consider removal of No Left Turn at Public Library: no longer needed as new road is wider and visibility is better. Forward to March 20 Regular meeting. 8. Discuss Field-Use Agreement with CAYSO for Spring Soccer 2019: will provide certificate of insurance. Forward to March 20 Regular meeting. 9. Review status and next steps with the Water Quality Trading Program for Phosphorus Abatement: meeting DNR requirements for the Treatment Plant; working with WI Academy and surrounding farms; trying to prevent expensive upgrades to the Treatment Plant. Forward to March 20 Regular meeting. 10. Review and discuss revised agreement for engineering services with Ruekert-Mielke: the contract has not been reviewed for several years – language has been updated and will be reviewed annually for needed adjustments. Contract is for 5 years. Forward to March 20 Regular meeting. 11. Review and discuss Ordinance #746-19 An Ordinance To Repeal And Recreate Section 2-87 And Section 114-47 Of The City Of Columbus Code Of Ordinances: the zoning code is not clear who is the zoning administrator, this change allows an appointment to who is best qualified. This will be a two-part approval 1. Adopt the ordinance, 2. Appoint the administrator. Forward to March 20 Regular meeting. 12. Transit Road/Birdsey Street Lift Station Project – update and next steps: lift stations are continually monitored and there have been several failures. Treatment Plant is requesting upgrades to the lift stations to avoid future failures. Forward to March 20 Regular meeting. 13. Review and discuss RFP for Real Estate Appraisals for the Hwy 89 Project: City is responsible for issuing RFP for real estate appraisals to acquire easements for the project. Forward to March 20 Regular meeting. 14. Consider implementation of No Parking regulation on one side of Red Bud Trail: No parking has been requested to avoid congestion as well as visibility issues coming from Wood Lane. Forward to March 20 Regular meeting. 15. Discuss and review status of Clay Lateral Reimbursement Program: City would like to continue the program, educate residents on the program and encourage participation; add clause if the replacement is an emergency, would be eligible for reimbursement under the program; open up the program to all laterals, not just clay laterals. Forward to March 20 Regular meeting. 16. Discuss accepting outlots from the Kestrel Ridge Subdivision into the City: Owners of Kestrel Ridge want the City to take ownership of the outlots; would then have the easements for the storm water management system. Forward to March 20 Regular meeting. 17. Review and discuss the current Dark Store Issue and Legislation pending at the State level: Legistatures want to hear from communities. Vander Sanden will continue to monitor and report to Council. 18. Discussion on the 360 Review process: Council members should turn in their review asap. 19.
